A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING AN AGREE-
MENT BETWEEN THE CITY OF CARLSBAD AND LAbJRENCE BAGLEY FOR PREPARATION OF SPECIFIC PLAN FOR
AGUA HEDIONDA LAGOON AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID AGREEIVLENT. *

hereby resolve as follows :
1. That certain agreement between the City of Carl
and Lawrence Bagley for preparation of Specific Plan for
Hedionda Lagoon, a copy of which is attached hereto marke

THIS AGRE.EMENT IS MADE AND ENTERED INTO BY AND BE- TWEEN THE CITY OF CARLSBAD, CALIFORNIA, A MUNICIPAL CORPORATION, HEREINAFTER CALLED, THE CITY, AND LAWRENCE BAGLEY, AN 1NDIVIDUAL;HEREINAFTER CALLED
FOLLOWS. BAGLEY, EIOTH OF WHOM UNDERSTAND AND AGREE AS
RECITALS
The CITY desires to employ the services of BAGLEY as a Plan Consultant to the City of Carlsbad.
SECTION 1. The CITY hereby retains and employs BAGLEY a PLANNING CONSULTANT to perfrom the duties, set out herein. duties of BAGLEY fall into three phases as outlined below:
Phase I. Item A. (1) Prepare new information for EIR's
the Agua Hedionda Lagoon study areas as required.
(2) Prepare preliminary EIR's, in co- ordination with the pYGpei^ty owners, or their representatives, of the Agua Hedionda Lagoon study area.
Item B. (1) Review existing and approved devel ments in the Agua Hedionda Lagoon area.
(2) Evaluate existing and approved dev ments i'n the Agua Hedionda Lagoon study as to their effects on the Agua Hediond Lagoon study area.
Item C. Prepare a preliminary Specific Plan and natives for the Agua Hedionda Lagoon study area ii coordination with the CITY, the Coastal Commissioi property owners objectives.
Item D. Prepare a preliminary EIR evaluation thi effects of the Specific Plan and alternatives for Agua Hedionda Lagoon study area.
Item E. (1) Determine consiseency between prel Specific Plan of alternatives, Carlsbad Plan and zoning ordinances as they refei the Agua Hedionda Lagoon study area.

(2) Prepare recommendations concerning pro-
cedures, methodology , policies and ordinances
to ensure consistency.
Prepare a Status Report at thle end of Phase I1
for submission to the Planning Commission, City Council and Coastal Commission. Said Status
Report shall include work items A through E.
Item F.
Phase 11. Coordinate and participate in public meetings and hearings, as necessary and required, with citizen groups, prop owners, applicants and government agencies involved in the Aguc
Hedionda Lagoon study area. (Prepare a Status Report at this t of this Phase for submission to the Planning Commission, City ( and Coastal Commission regarding project.)
Phase 111. Prepare che final EIR for the Specific Plan and all natives, incorporating comments and recommendation from public hearings and meetings held in connection with the Agua Hediond:
Lagoon study area. (Prepare a Status Report by July 9, 1976 fc
submission to the Planning Commission, City Council and Coastal Commission regarding project since report regarding Phase TI.)
SECTION 2. The CITY agrees to pay BAGLEY at the rate of $12.58 per hour not to exceed $2165.00 per month as compensation for t performance of a11 functions and duties set out herein. Said c pensation shell be pxrzted or1 a Gaily basis. 'l'ime sheets shal

Phases or any other reasons as determined by the City of Carlsb or at the request of the contractor.
SECTION 3. BAGLEY agrees to perform all duties and functions p vided herein.
SECTION 4. The appointment of BAGLEY shall begin on March 15, . and shall terminate on July 31, 1976.
SECTION 5. Bozsh parties to this agreement agree that no bond
shall be required of BAGLEY while serving as a Planning Consult;
