Subject: RECOMMENDED CHANGES TO PERSONNEL CLASSIFICATION PLAN • 5tatement'6f the Matter To provide for better organizational structure in the'Parks and Recreation Department the following changes in the Personnel Classification Plan are recommended. First, it is recommended that the position of Parks Superintendent be added to the classification plan. The change will provide"the Parks and Recreation Director with two deputies of approximately equal status in both parks'and recreation, although'it is not intended that pay schedules be identical. It will further provide for a supervisory level which can function between the director and several -crews... As park functions expand and each crew requires a foreman the organizational flexibility will exist. This position would be at the salary range currently established for Park Foreman. This positi.on at the salary range has been budgeted for in the Parks and Recreation Budget FY75-76. The second recommendation is to delete the current description for the -classification of Park Foreman,,substituting•the.4escription•.- attached.. Coundil action 5-18-76 Resolution43903 was adopted, amending Resolution #3700 by the the amendment of the classification and salary range .chedule to add position of Park Superintendent and change position of Park Foreman. r — CITY OF CARLSBAD Department of Personnel ,+ EMORANDUM DATE : April 20, 1976 TO The City Manager FROM The Personnel Director SUBJECT: Proposed Classification Plan Chafes for Parks and Recreation Department Personnel The Parks and Recreation Department has two nri,rtry functions. The recreation function currently is headed by a RECREATION SUPERINTENDENT. Salary Range 38, and is directly responsible to the PARKS Ah✓ RECREATION DIRECTOR for all recreation programs. The parks section of the department currently is headed by a PARK FOREMAN, Salary Range 36. The parks division of the depart- ment has zeveral working crews and, consequently, the PARK FOREMAN is responsible for supervising all of these crews. The title of PARK FOREMAN is inconsistent with the title of super- intendent which has been assigned to the recreation division head within the department. Therefore, it is recommended that the organizational changes be brought about to develop the position of PARK SUPERINTENDENT who would be responsible to the department director for all the functions of the parks division of the department. A job description entitled PARK SUPERINTENDENT has been prepared and is attached. It is recommended that this job description be adopted and implemented into the Classification and Salary Plan by lity Council action. it is also intended that, presently, this new classification of PARK SUPERINTENDENT be retained at Salary Range 36. The classification and salary plan does contain, currently, a job description for PARK FOREMAN. But once a PARK SUPERINTENDENT position is created modifications in the description for PARK FORE- MAN are a requirement. Accordingly a modified job descrir,:ion for PARK FOREMAN also has been attached. The essential difference is that the PARK FOREMAN or park foremen are responsible to the PARK SUPERINTENDENT for the supervision of various crews in the parks division of the Parks and Recreation Department. Both of these changes have been budgeted for in the current PY1975-76 Budget of the Parks and Recreation Department. Consequently,the adoption of the proposed classification plan changes would not involve additional funds during this fiscal year. It is recommended that the attached job descriptions for PARK SUPERINTENDENT and PARK FOREMAN be forwarded to the City Council and adopted by so tion and that subsequent changes be reflected in the salary 1 IE I iNt P/vss 6 City of Ca3 . 3bad PARK SUPERINTENDENT Definition Under general supervision, to perform professional work in the areas of planning, designing, construct- ing, maintaining and operating parks and recreational open spaces; and other related tasks as required. .E..x�a—m�ples 1. Be responsible for the initiation, maintenance and retirement of all parks records, files, correspon- dence and reports. 8. Be responsible for ordering supplies and materials for general park use. 9. Act for the Director in his absence. i l Employment Any combination of training and experience equivalent Standards to graduation from college in outdoor park and recrea- tion administration. At least five years experience in a supervisory or executive position. Knowledge, skills and abilities: Knowledge of the theory and philosophy of parks and recreation. Know- ledge of planning community parks, recreation facil- ities and open spaces; ability to establish and main- tain effective communication and cooperation with city and outside agencies; personality and attitudes necessary to maintain effective working relations with all staff levels and the public. .City of Carlsbad PARK FOREMAN Definition This is responsible work finder supervision of the Park Superintendent in the planting and care of park and landscaped areas, and trimming street trees. This work involves planning, organizing, directing and supervising the mainte.;ance of parks and land- scaped areas requiring technical knowledge and experience in the field of horticulture and an ability to supervise groups of park workers. Examples 1. Supervises, manages, maintains, and operates one of Duties or more parks or other designated recreation area of the City of Carlsbad Park System. 2. supervises, trains, and schedules working hours of permanent or temporary employees assigned him. 3. Prepares, maintains, and submits such reports, records, and documents as are required in the operation. 4. Reports to the Superintendent of Parks all defi- ciencies beyond the capabilities of his assigned personnel. 6. Under general guidelines provided by the Superin- tendent of Parks, mows grass, rakes lawns, trims shrubs and trees, fertilizes and irrigates planted areas, parking lots, walks and trails, and utility systems. 7. Operates small and large hand and power tools as required including powered mowers and tractors. 8. Responsible for performance and safety of all field personnel. 9. Attends meetings as directed by Parks and Recrea- tion Director. 10. Accept duties as required of key personnel in their absence. 11. Performs other duties as assigned. Employment Sixty hours of college credit in horticulture, land - Standards scape design or agriculture is desired. This require- ment may be waived when employee has acceptable related work experience and/or specialized training. Must be familiar with and have knowledge of basic hand tools and power tools. Knowledge of operations and mainte- nance of a park system. Must possess initiative, determination, and ability to get .along with other employees and the public. WHEREAS, the City Manager recorinends and the City Council concurs that the Classification and Salary Range Schedule be amended by the addition of the position, of Park Superintendent, at Salary Range 36, and to change the position of Park Foreman from Salary Range 36 to Salary Range 32, for the more efficient functioning of the Parks and Re-creation Department; NOW, THEREFORE, BE IT RESOLVED by the City Council of the Citv of Carlsbad as follows: 1. That the above facts are true and correct. 2.
