Mgr. & Subject: REQUEST FOR APPROVAL OF AN AMENDMENT TO THE LAND USE ELEMENT GOALS AND POLICIES. Statement of the Matter The City Council, at your meeting of April 27, 1976, directed the City Attorney to prepare the necessary documents approving an amendment to the Land Use Element Goals and Policies to General Plan (GPA-39) . We have combined said amendment, with amendments to the Circulation and Land Use Elements to General Plan (GPA-38) for the La Costa Area, into one resolution. The resolution approving these amendments is attached. Exhibit Resolution No. Recommendation If the City Council desires to approve said amendments, your action is to adopt Resolution No.+3&JC Council action 5-4-76 Resolution #3896 was adopted approving General Plan Amendment to the land use element in regards to Goals and Policies. WHEREAS, the Planning Commission did on the 24th day of March, 1976, and subsequently on the 31st day of March, 1976, hold duly noticed public hearings as prescribed by law to con- sider amendments to the Land Use Element and Circulation Element of the General Plan (GPA38) relating to the La Costa Area, and amendments to the Land Use Element Goals and Policies of the General Plan (GPA-39); and WHEREAS, said amendments have met the requirements of the City of Carlsbad Environmental Protection Ordinance of 1972 and have been declared to have a "non-significant" impact on the environment; and WHEREAS, the City Council, on April 27, 1976, held a duly advertised public hearing to consider said amendment and has received the recommendations, objections^ protests and comments of all individuals and parties who desired to be heard; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: A. That the above recitations are true and correct. B. That the Land Use and Circulation Elements of the General Plan shall be amended to reflect the applicable items as represented on Exhibit "C", dated March 24, 1976, and attached hereto and made a part hereof. D. That the Land Use Element text of the General Plan is amended as follows: 1. On Page 31, under "Special Treatment Area", add: "(f) The proposed Community Core area located in southeast Carlsbad". 2. On Page 42, under "Special Treatment Area.Guide- lines, add: "6. A Specific Plan should be prepared for the proposed Community Core area located in southeast Carlsbad. Particular attention should be given to the possible land uses, their function and need, .and their impact on the surrounding area and the rest of the City." E. That the goals of the Land Use Element of the General Plan are amended as follows: 1. By replacing the existing goals with the following: "a. Preserve and enhance the environment, character and image of the City as a desirable residential, beach, and open space-oriented Community. b. Create a pleasing and unique downtown area designed to attract the tourist and to provide the necessary amenities to the permanent residents of the area. c. Promote the economic viability of the agri- cultural and horticultural industries. d. Generate the development of commercial enter- prises that support local industries, popula- tion and tourist trade. f. Protect and conserve natural resources, fragile ecological areas , unique natural assets and historically significant features of the community . g. Provide for an orderly balance of both public and private land uses within convenient and compatible locations throughout the City and ensure that all such uses - type, amount. design and arrangement - serve to protect and enhance the environment, character and image of the City. h. Encourage development only in those areas 1 which can best support a change in land use without adverse impact." ' 2. Move the second sentence of existing goal "E" to the policy section as follows: i "L. Implementation of this element shall consider the social, economic and physical impacts on the Community."
