' Statement of the Matter
The Streets Superintendent has made an analysis of sidewalks within 1500' of the
cities schools for the purpose of developing a program to ensure that school
children can walk to school on a sidewalk at least on one side of the street.
Additionally, he has recommended a short l'ength of sidewalk be included on the
west side of Valley between Elm and Basswood to provide a sidewalk on the most
direct route from the 'High School, Valley Junior High and Magnolia to the City
Library. DetaiJed information as to specific streets and material costs of
$4420, is contained in Exhibit "A". The Board of Trustees of the Carlsbad Unified
School District has concurred with the program and have indicated their intent
to offer appropriate rights of way on school property to the City. Additionally,
the School Board has indicated their willingness to fund for half of the material costs on the school property or approximately $525. FY75-76 funds are available in the Streets Maintenance and Rocks & Minerals Account to fund this program.

If Council approves the concept of the Safe School Walkways Program approve Resolution , +?9/13 which authorizes the Uti1 ities/Majntenance. Department to install temporary sidewalks adjacent to certain streets and approve the expenditure of funds in the amount' of $4500 for this program. .

6-1-76 Resolution #3910 was adopted, authorizing construction of
temporary sidewalks in the proximity of schools to provide
safe walkways.

Dear Bob,.
I have recently had a survey nada of the location and
availability of siciewalks in the vicinity 02 the City's schools. The prpgse of the survey was to deternine how best to csta5lish safe school rorrtos to zdninize
pedestrim 5azarZs by ;xoviJi.ag :met direct routes to scIiools, within 4 of a mile of each scirool. Our 6urvoy
revealed that it will require apyoxirnately 8200 lineal
feet of sidewalk of w:rich aTproxinately 1950 feet should be located on ZZ~EI~II proprty. Incidently, this ?rogrem
would also provide a direct sidewalk route from the high SChOOlr Valley Junior High School and Hagnolia
School to the City Library. Costs of material for this program, using asphalt " ten2ornry" sidedalkr would be approximately $4500. I woula propose that installation of the sidewalks be made by City forces with the City absor&ing labor costs. We seek support of the School Board in raising the funde to purchase aonstruction materials. If the City Council and the School Board aBpzovea allocation of mney and manpower, we antiof- pate that the project could be accomplished by September.

I would appreciate it if you could bring this matter to
the attention of the members of the School Board to gain their support. It would also be necassary that the Distriat provide rights-of-way to the City for sidewalks to be constructed on school property in those areas where city rights-of-way do not presently exist. most effective mann'er to handle +&is might be to dedicate the necessary street easements ta the City and avoid future problem of this nature.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE CONSTRUCTION
OF TEMPORARY SIDEWALKS IN THE PROXIMITY OF SCHOOLS
IN THE CITY FOR THE PURPOSE OF PROVIDING SAFE WALKWAYS.
WHEREAS, there are no sidewalks on certain streets in the proximity
Df the schools of the City along the most direct route of travel for many
school children; and;
WHEREAS, the lack of these sidewalks creates hazards to the lives
and health of these school children by causing them to walk in the traveled
Mays of the streets or on the unimproved shoulders; and;
WHEREAS, the City Council has determined that it is in the public
interest to construct temporary sidewalks to minimize these hazards to life.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Carl sbad as foll ows:

The above recitations are true and correct.
The Board of Trustees of the Carlsbad Unified School District has
endorsed this program and will cooperate by providing rights-of-way
on District property and by defraying costs to the amount of
$525, for materials for temporary sidewalks.
The Director of Utilities & Maintenance is authorized to construct
temporary sidewal ks.
The expenditure of $4500 is hereby authorized out of Fund 1-122
of the City of Carlsbad solely and exclusively for the purpose
of providing funds for the construction of temporary sidewalks.
