FA*)J Subject: ADOPTION OF PRELIMINARY OPERATING BUDGET FOR FISCAL YEAR 1976-77 Statement of the Matter It is necessary that the City of Carlsbad have a fiscal plan of operation for the year 1976-77. Since a proposed budget is under consideration but has not as yet been adopted, it is necessary that a preliminary budget for Fiscal Year 1976-77 be adopted as an interim budget. Budget for Fiscal Year 1976-77. 1 2 5 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 3938 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE PRELIMINARY OPERATING BUDGET FOR FISCAL YEAR 1976-77 AND ESTABLISHING CONTROLS ON APPROPRIATIONS FOR NEW EMPLOYEES AND CAPITAL OUTLAY ITEMS, EXCEPT LIBRARY BOOKS. ' WHEREAS, it is necessary that the City of Carlsbad have a fiscal plan of operation for the year 1976-77; and WHEREAS, the City Council has a proposed budget under con- sideration but has not yet adopted a final budget for the Fiscal Year 1976-77; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the preliminary budget for Fiscal Year 1976-77 is adopted as the interim budget and the amount designated Department Total for each department and each fund in said budget is hereby appropriated to said department or fund subject to the controls herein. 3. That appropriations for each new employee and each capital outlay item, except library books, included in thje said budget shall not be effective unless expressly authorized by the City Council. 4. That approval is hereby granted for compensating City employees as specified in Resolution No. 3700 as amended and as it may be subsequently amended by the City Council. 5.
