The attached mm.0 and exhibits indicate the actions that the CRA and City Council need to take at this time. Council should adjourn and reconvene as the Ctrlsbad Redevelopment Agency, taking actions listed as shown in memo to City Manager dated June 24, 1976. Upon adjournment of Carlsbad Redevelopment Agency, Council will reconvene as City Council and take actions indicated in memo. However, it is necessarv t.o complete a number of procedural steps to enable the CRA to become a functioning entity. It is suggested that space be allocated during the July 6, 1976 City Council meeting for a meeting of the CRA. number of items relating to the CRA would also be included on the City Council agenda for Council action following the CRA meeting. A The following schedule outlines the actions which should be taken by the CRA and the City Council at the July 6, 1976 meeting : Carlsbad Redevelopment Agency 1. Clerk swears in CRA members. 2. Agency Members approve Agency By-Laws. 3. Agency members elect chairperson and vice chairperson. 4. Agency members by minute order designate City Attorney or Agency general counsel. Administrative and overhead budget Exhibit 3 Although most actions to be taken by tha City Council and Agency at this point are necessary procedural steps under the Community Redevelopment Law, there aro two significant policy issues that the City Council should address at this point. The first issue concerns the matter of compensation for Agency members. Health and Safety Code Section 33114 provides for the compensation of Agency members and Section 33114.5 limits such compensation to an amount not to exceed $30.00 per meeting and further provides that no member shall receive compensation for attending more than four meetings of the Agency during any oalendar month. A second policy issue concerns the Agency Administratj.ve and Overhead Budget. This budget, in addition to providing for Agency member compensation, if any, would provide funds for general overhead expenses, consultant fee5, and other administrative expenses necessary to initiate redevelopment activities. If the City Council is ready to proceed vith the studies necessary to initiate the redevelopment process, this budget would be the proper place to provide such funds and staff should be directed to prepare an appropriate budget.. If at this point the City Council is not ready to proceed with active study, the proposed Administrative and Overhead Budget attached as Exhibit 3 should be adopted in the interim. It is anticipated that as personnel are hired or funds are needed for planning purposes, funds may be transferred from the Planning Department professional services account. A third issue concerns Agency meeting times. Agency By-Laws in Section 501 provide for annual organization meeting and Section 502 provides for regular meetings.
