Mgr. 4— Subject: REORGANIZATION OF CRIMINAL JUSTICE PLANNING BOARD Statement of. the Matter At the June 15, 1976 meeting of the City Council, the Council was requested to review changes for the proposed reorganization of the Criminal Justice Planning Board. At the June 21, 1976 meeting of the Comprehensive Planning Organization Board of Directors, follow-up action on the reorganization of the criminal justice planning process was taken. The Board is ask-Ing member agencies to now adopt concurrent resolutions of support that will have the effect of creating the new Regional Criminal Justice Planning Board. The adoption by the required number of member agencies will bring the San Diego Region into conformance with Assembly Bill 960 and assure the continued flow of criminal justice planning £ands. Bussey At its July 21 regular meeting, the CPO Board of Directors took follow-up action on the reorganization of the criminal justice planning process. As you will remember subsequent to their previous meeting, the Board circu- lated a proposed draft concurrent resolution of support for member agency review and comment. Based on the information from those reviews, the Board resolved to ask member agencies to now adopt concurrent resolutions of support that will have the effect of creating the new Regional Criminal Justice Planning Board. The adoption by the required number of member agencies will bring the San Diego Region into conformance with Serioty's AB960 and assure the continued flow of criminal justice planning funds. In order for the new board to be formed and meet in time to approve grants and plans for FY77, it is necessary that all resolutions be adopted by August 21, 1976. Earlier action would be helpful and facilitate the time and effort of all concerned. You will note that the CPO Board accepted comments and voted unanimously to amend the draft concurrent resolution to assure coordination of the planning process and reduce duplication in the A95 review and evaluation by authorizing the Executive Committee fulfill the requirement of the six general-purpose elected officials who will sit at the quarterly meetings of the new Board. California Depaitment of Transportation / NONOnARY MEMBER: Tijuana, 8, CFA 1 RESOLUTION NO. 3963 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, EXPRESSING 3 ITS CONCURRENT SUPPORT FOR THE ESTABLISH- MENT OF THE SAN DIEGO REGIONAL CRIMINAL 4 JUSTICE PLANNING BOARD. 5 WHEREAS, the City of Carlsbad wishes to continue the 6 improvement of the criminal justice system for the increased 7 protection of its citizens; and 8 WHEREAS, the Omnibus Crime Control and S,-fe Streets Act 9 of 1968 provided a national strategy to address problems in the 10 administration of justice, and the Crime Control Act of 1973 was 11 enacted by Congress to continue the efforts of this Act; and p 12 WHEREAS, the California Council on Criminal Justice, as the a 5 13 State agency responsible for planning for the improvement of a dW ;Z 14 criminal justice throughout California has, pursuant to Penal 00 W ° r, Q" 15 Code Sections 13904-5, required that a balanced planning board z 8 s 16 with t, broad community base be established and designated as the zoom ` >¢ a 17 entity for conducting regional criminal justice planning in the U 18 San Diego Region; and 19 WHEREA., the City of Carlsbad deems it appropriate to 20 promote the increased efficiency and effectiveness of cooperative 21 criminal justice p.anning in the San Diego region by supporting 22 the establishment of mach a board; and* 23 WHEREAS, it is recognized that effective evaluation and 24 A-95 review is necessary to the conduct of such an effective 25 cooperative planning effort; anoi 26 WHEREAS, Section 13902 of the California Penal Code provides 27 that each county in California shall constitute a local criminal 28 .;ustice planning district,upon execution of an arrangement accept- 1 able to the county and to at least that one-half of the cities 2 in the county which contain at least one-half the population of 3 the county; and that the City of Carlsbad wishes to affirm the 4 criminal justice planning district and to support the establish- 5 ment of an appropriate Regional Criminal Justice Planning Board,. 6 staff organization, and an effective evaluation process; 7 NOW, THEREFORE, BE IT RESOLVED by the City Council of the 8 City of Carlsbad to support as follows: 9 1. The establishment of a criminal justice planning district 10 in the San Diego Region. 11 2. The establishment of a governing board to be called 0 12 the San Diego Regional Criminal Justice Planning Board to be made a a 8 13 up of five Mayors or Councilpersons and one Supervisor, who are the LL 14 voting members and first alternate of the Executive Committee of a Qo 15 the Comprehensive Planning Organization; one municipal Court Judge,or U Q M } w U Zs 16 Superior Court Judge (Criminal), one Superior Court Judge (Juvenile), U G ^ m 17 the Sheriff of San Diego County, the District Attorney of Sail Diego 18 County, the San Diego City Attorney, one Police Chiefs' Associ- 19 ation representative, the San Diego City Police Chief, the Chief 20 Probation Officer of San Diego County, one County, Bar Association 21 representative, one City Managers' Association representative, 22 the Assistant Chief Administrative Officer for the riscal and 23 Justice Agency of the County of San Diego, and five community 24 representatives; totaling 23 members, a majority of whom are 25 elected officials. 26 3. The further integration of criminal justice and other 27 planning efforts by placing the staff of the Criminal Justice 28 Planning Board within the administrative structure of the 2. 1 • 1 Integrated Planning Office of the County of San Diego. 2 4.
