Statement of the Matter
The City has received a request from the Mercedes Benz Owners' National Club, Orange County Section, to hold a meet in La Costa from 8:00AM, Friday, September 10, 1976, through 3:00PM, Saturday, September 11, 1976.
This would require the road to be blocked on La Costa Avenue, Cadencia and Quinia Streets. These are the same streets that are located in an undeveloped area of lots belonging to La Costa Land Company. Mr. Fred Morey of the La Costa Land Company will be working with the Mercedes Benz Club.
The City will be furnished a Certificate of Insurance naming
the City as an additional insured.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, TEMPORARILY
CLOSING A PORTION OF LA COSTA STREETS, SUBJECT TO CERTAIN CONDITIONS.
WHEREAS, Mercedes Ben2 Owners' National Club has requested
that the City Council temporarily close certain City streets
for a local special event; and
WHEREAS, the City Council has determined that such closing
is necessary for the safety and protection of persons who are to
use that portion of the street during the temporary closing;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
city of Carlsbad as follows:
1. That the above facts are true and correct,.
-2. That, pursuant to Section 21101(e) of the California
Vehicle Code, Venado, Piragua, and Cadencia Streets; Retiro,
Quinia, and Velero at La Costa Avenue shall be temporarily
.closed for a local special event on Friday, September 10, 1976'
from 8:OO AM through Saturday, September 11, 1976 at 3:OOPM.
3. That the temporary closing, approved by this resolution,
is subject to the following conditions to be satisfied to the
satisfaction of the City Manager prior to September 2, 1976:
A. Cash or a bond shall be depositied, guaranteeing a
cleanup of the closed streets and surrounding area.
B. Provide, at their own expense, private police patrol
subject to approval of the Chief of Police or make appropriate
arrangements with the City Manager for provision of security
services by the City, the cost to be reimbursed as the City
Manager shall determine.

C. Arrange for and pay the cost of City street crews
to properly sign and barricade the'streets and remove said signs
and barricades at the conclusion of the special event.
D. Furnish written permission from the owners of all
property adjoining the closed streets.
E. Provide a list of all participants' accompanied by
an agreement from each,participant, and his parents, releasing
the City from any liability in connection with the event.
F. A Certificate of Insurance against all liability
naming the City as an "also insured" in the amount of $500,000.00
shall be furnished.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 20th day of July , 197E
by the following vote, to wit:
AYES : Councilmen Frazee, Lewis, Packard, Skotnicki and
NOES: . None Councilwoman Casler
ABSENT: None
