Statement of the Matter
Sealed bids for construction of Elm Avenue were opened at 3:OO P.M.,
July 7, 1976 by the City Clerk. The Bid Summary (Exhibit 1) gives
an itemized breakdown of bids. The Engineer's estimate for the
contract is $454,000. and the low bid is $393,728.20, submitted
by Asphalt Service of Oceanside. The low bid includes $155,728.20
for street construction and $238,000. for storm drain and sewer
construction. Alternate bids, excluding underground work, were taken
in case the underground work proved too expensive.
Following is a breakdown of costs for completion of Phase I1 -

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ACCEPTING
BIDS AND AUTHORIZING THE EXECUTION OF
CONTRACT No. 1032 FOR CONSTRUCTION OF
ELM AVENUE - VALLEY STREET TO DONNA DRIVE
WHEREAS, bids have been received by the City of Carlsbad for

Instruction of Elm Avenue - Valley Street to Donna Drive,
mtract No. 1032; and,
WHEREAS, tile low bid received for this construction was sub-
itted by Asphalt Service Company in the amount of $393,728.20
WHEREAS, funds in the amount of $474,600.00 were budgeted in
I1975-76, 1976-77 for this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City

1. That the above recitations are trbe and correct.
2. The bid of $393,728.20 by Asphalt Service Company of
