- Statement of the Matter
The Planning Commission at its July 28, 1976 meeting forwarded the following motion to the City Council:
"The Planning Commission wishes to insure that during the design of the Plaza Camino Real expansion and the related design for public facilities (Jefferson,Street realignment) that mitigation of the impacts on the duck landing will be adequately provided."

RECOMMENDATION: If the City Council concurs with the Planning Cornmission concern, it is recommended that the staff be directed to provide for a four-foot high fence along the westerly side of Jefferson in the vicinity of the duck landing.
In addition, that a community qroup or service club be encouraged to design and improve the duck landing.

MEMORANDUM
TO: CITY MANAGER
FROM: PLANNING DIRECTOR
SUBJECT: CARLSBAD DUCK LANDING
The Planning Commission at their July 28, 1976 meeting was presented a report which outlined the intent of Mitigation Measure 18 of the Plaza Camino Real EIR.
Mitigation Measure 18 suggests a solution to an identified impact between Jefferson Street traffic and the duck landing. The Planning Commission's concern centers around the fssue of insuring that satis- factory measures are taken to solve the problem concurrent with the construction of the Jefferson alignment.
By minute motion, the Planning Commission therefore forwarded a memorandum (attached) to the City Council as information.
The Staff has discussed the matter of the ducks with the Regional Coastal Commission Staff, the Regional Office of the Department of Fish and Game, and Mr. Mike Evans of the County Integrated Planning Office. In each instance, the following information was presented the City:
1. The duck species which are most prevalent at the landing are domestic and not wild.
2. Domestic species carry a disease which can adversely affect the wild species population.
3. Domestic species generally nest in the upland drier areas of the Hosp Grove - east of Jefferson Street - thereby increasing population which are subject to the Jefferson Street traffic.
4. Control of domestic duckbpopulation can be best served by fencing the roadway from the landing thereby impeding the ducks ability to cross Jefferson also restricting the nesting areas to west of Jefferson.
5. The ideal solution in providing nesting areas is to build nesting islands in the lagoon. However, this solution ob- viously would involve a number of other governmental agencies.
RECOMMENDATIONS:
Given the Planning Commission interest in providing a reasonable solution to the duck landing-Jefferson Street impact, the Staff would suggest that the Council take the following actions:
1. Staff and May Company insure that concurrent with the
City construction program on Jefferson , construct a 4 foot
high chain link fence which would restrict cross-road duck
movement.
2. Encourage a community group or service club to undertake a
civic project to design and improve a mini park which would
include the existing duck landing and the portion of Jeffer-
son that will be closed when the new alignment is constructed.

SUBJECT: PLAZA CAMINO REAL EXPANSION EIR MITIGATION MEASURES
The Plaza Camino Real expansion EIR required some twenty plus
mitigation measures for impacts attributed to the proposed Phase I1 project expansion.
Mitigation Measure #18 suggests a solution to the identified problem of increased traffic on Jefferson and the traffic's impact on the duck landing. To date, the Planning Commission has
discussed with the staff several options which will address the
traffic/duck landing conflict.
The Planning Commission, therefore, wants to ensure that during the design of the Plaza Camino Real expansion and the related design for public facilities such as streets, the duck landing problem is adequately addressed.
