SUBJECT: SUGGESTED.LAND USE STUDY
Statement of the Matter -The Planning Commission on May 26, 1976 heard
a variance request for a panhandle lot for property on the north side of
Pine Avenue between Pio Pico and Highland. Some property owners in the
area who own similar property attended this meeting. They did not protest
the variance request; however, they noted that the best use of the pro-
perty would probably beA mul tip! e-fami ly rather than more singl e-fami.ly
use. Staff agreed that this area could be ideal for a multiple-family
development because the lots are generally large (approximately 1/2 acre);
have good freeway access; have existing public services; and are near
public parks, schools, downtown and the Civic Center.
In addition, the General Plan calls for a higher density than existing
zoning permits in at least a portion of the area. The existing homes
for the most part are old and substandard by today's housing market.
Staff also indicated that if multiple-family units were to be the future
land use in this area, subdividing the properties into panhandle lots •
would be detrimental for the development of adequate multiple-family
dwellings because of the fracturing of the property into smaller lots and
reduction of Tot frontages.
After this discussion, the Planning Commission denied the variance for
panhandle lots and requested that the City Council consider a study in
the area bounded by Pio Pico and Highland; Basswood and Elm; to deter-
mine the best land use with the possibility of an amendment to the General
Plan and rezoning of the area.

Recommendation: If the City Council agrees with the Planning Commission,
it is recommended that Staff be directed to do such a study and report
findings to the City Council.
