Statement of the Matter
The appointment of JERRY ROMBOTIS as a member of the Personnel
BOARD expired on June *30, 1976. As required by Section 2.44.026,
Carlsbad Municipal Code, the City Manager has nominated and
solicited nominations from formally recognized employee organi-
zations for consideration by the City Council in filling the
existing vacancy. The nominees concurred in by three employee
organizations and the City Manager are:

SUBJECT: Personnel Commission Hearing
Patricia A. Cratty v/s City of Carlsbad
The entire Personnel Commission of the City of Carlsbad convened on the
evening of 7 March 1977-at 7:OO PM to hear and evaluate evidence in the
case of Patricia A. Cratty v/s the City of Carlsbad.
The Commission voted unanimous to uphold the decision of the City Manager in denying educational reimbursement.

Description of the courses for which reimbursement was requested
and
Job description and duties as published by the Personnel Department,
City of Carlsbad, for account clerks.
Since her classification did not require decision making and the responsi-
bilities of management and administration, we could find no relevancy
between the subject matter and her field of work for the City.
The denial to grant educational reimbursement was in compliance with
Resolution 61727, Rule XIII, Section 3, Sub-section s, dated 5 May 1970
and Council Policy 83, dated 18 August 1970.

SUBJECT: Personnel Commission Recommendation
11 Training of Employees Program"
During the most recent hearing before the Conmission on 7 March 1977, several
areas in the "Training of Employees Program" were found to be nebulous. We
believe these areas could be clarified by the implementation of the following
procedure.
The Commission Reconmend that:
The participant in any training or study course requiring reimbursement
should receive prior approval from the following city officers
1. Immediate Supervisor
2. Department Head/Assistant
3. Training & Personnel Officer
4. City ManagerjAssistant

A rejection at any level would nullify any potential claim for reimbursement
in advance to the actual participation in the training or study course.
recognize that certain departments within the city government have education
and training requirements that must be met by potential candidates as a
condition of employment. These training and study courses should follow the
same procedure with the responsible officer initiating the necessary documents
for approval or rejection at the next upper levels of management. The prior
official approval would only ensure reimbursement for successfully completed
training or courses of study as set forth by the existing resolutions and
policies.
