Statement of the Matter
All major projects that have been assigned to Planning have been listed and prioritized by staff. This work proqram along with cover report was submitted to the Planning Commission for review and approval. There were some suggestions for modification of the prioritizing, but the Planning Commission felt time and effort would be saved if the actual prioritizing of items was doqe by the City Council at a joint City Coun- cil/Planning Commission meeting.
Recommendations
It is recommended that the City Council review the 1976 Planning Commis- sion work program and establish a joint City Council/Planninq Commission workshop to determine the relative priority of the items and give the Planninq Commission direction on accomplishing the program.

SUBJECT: PLANNING DEPARTMENT WORK PRCGRAM - JULY 1976
. Like most everyone else the Planning Department and the Planning Commission have more work than can be effectively completed within a period of time satisfactory to all con- cerned parties. However, it must be done and the best way to acconplish it is through proper organization, assignments and priorities. The staff is requesting Planning Commission input to help us accomplish this preliminary task and to let you know the extent of the work program. First, however, a brief introduction to the staff organization is necessary to ascertain our capabilities.
Generally, the Planning staff is divided into two sections to carry out the policy planning (advanced) and the planning implementation (current). The advanced section works on the G3neral Plan, Specific Plan or projects to implement the General Plan, information systems and environmental reports. The current section works on zoning (Change of Zone, Condition- al Use Pcrmi t, Variance, Si te Development P1 an, P1 anned Unit Development, etc.), subdivisions, amendments to tlic zoning

The Planning work load has been heavy and sone projects take
a l~nq time to comp1et.e. The primary rcasart for this is because Planning has been assigned more work than can be completed in a reasonable time period. Another pi*oblem is that staff does much work without the benefit of early Planning Commission or City Counci 1 -i tiput, This iiieans many times heariiicjs are extended for further clarification or projects are tabled because they have not met the Plann.ing Cowmission/City Council desires and/or directions. The first problem can be mitigated by proper work organization, and the second can be reduced by early Planning Commission input through workshops and joint Planning Commission/ City Council mectings.
To properly organize the work and make assignments, staff
has listed all presently active projects. The list is in two parts: Part I is the current section and Part I1 is the advanced section. Because the two sections work generally separately on these projects, both lists should be set up with individual priorities.
The listings in the table are established in a priority of urgent, high ar,d necessary. However, at any oce time, staff would be working on items within all three priorities. This is because many lower priority items are easily completed, there is time available (h-igher pr.iority items may be pending

Urgent 1) ZCA-71 - RESIDENlIAl.. DENSITY --- CONSISTENCY .- (AB 3017)
This amet?dment will make the density of residential zones consistent with the General Plan. This is a high priority iteni because: (1) State Law requires ccnsistency; (2) Some zot.es are badly out of consistency with the General Plan; (3) The Coastal Comm.ission (Mayor Frazee is 8. member) approves projects to the General Plan not to zoning; (4) Other zoning matters are pending completion of this amendment, i .e. zone change, commercial/industrial corisistency, professional zone, etc.
The draft of ZCA-71 has been completed and the City Attorney is
reviewing it. The Attorney had questions regarding noticing, etc. This still may be a probleni but we need to go forward.

Urgent 2) RUZAL ESTATE ZOIi-
It is anticipated a rural estate zone will permit reduction of normal Cit,y standards to perm-it a rural atmosphere, but maintain essential City services aiid facilities. This iteni needs to be done soon since there are requests to initiate this type of development in certain areds. Staff has not initiated the work
pending completion of the PUD Ordinatice, which will provide guidance for development standards.

High 3) TOURIST ~ CQMMERCJAL ZONE:
There -is an inconsistency in the zoce code in not con- taining a zoue to implement the land use of tourist service category of the General Plan. The C-ity Council has directed staff to prepare a zone to fmplemcnt this category.

High 4) ZCA-81 - HOME OCCUPATION, WORM RAISING, ti GARAGE SALES
Staff has completed an Agenda Bill to the City Council
that inciudes the reports as requested by City Council, proposed ordinance amendments and background information. If this is satisfactory to the City Council, Public Hear- ings are anticipated in October 1976. This ordinance will clarify what is permitted in home occupations and regulate raising of worms and the Planning Commission has added the regulation of garage sales, which will be added to this ordinance.

Normally, this would be considered a regular routine item. However, since this is the first application of the revised P-C Zone, many questions of policy nced to be answered, such as:

High 6) - ZCR-77 - DEVELOPMENT - STANDARDS IN THE P-M ZONE
Thjs amendment will attempt to solve the problem of small
scale development .in a zone designed for large scale industrial parks. It is anticipated flexibility L4ill be added to the
P-M zone and a review of the M zone. Staff is presently drcfting a report requesting policy guidance with anticipated submitted to the Planni iig Commission in September 1976.

Hi g ti 7) ZCA-35 -:SIGN REGULATION REVISION
Originally, the City Council's major concern was an amoritza- tion program for nonconforming signs. Staff and the Planning
Coinmission, upon review of the ordinance, suggested that changes need to be niade to the siqn provision prior to an amortization program. Recently the City Council directed staff to prepare changes to certain sections of the existing sign regulations, specifically, freestanding signs, freeway oriented signs, and definitions

By State law, the zoning must be consistept with the General Plan. This entails rzLoning properties for consistency and changing the z~ne code whcre necessary. The actual rezon-ing is an on going program, but has been slowed pending comple- tion of the residEnLial consistency and industrial standards zone code an!endi~ients. Upon adoption of the revised Planning Community Zone, most of the P-C zone districts became nonconforming !'n some manner. Staff is rev,icwing all of these districts to determine if there is a need for plan amendments or rezoning.

ment in Carlsbad requires some grading, landscaping and its maintenance; (2) Developers wish to have City guidelines on
how to achieve it instead of inr!.iv-icitia.7 approval per project; (3) There is a desire by the Planning Commission and the City Council for such regulstions; and (4) The revised P-C Zone reqlrires maintenance prcgram as part of the Master Plan.

Presently, the Engineering Department is working on a grading crdindnce. The zone code should complement this ordinance with matters on aesthetics, landscaping and maintenance.

Necessary 12) SPECIFIC PLAN & OTHER APPROVAL PROCESS STUDY
The Ci'ty Council requested that staff determine how the re-
visions processes presently contained in the zone code can be combined, simplified and coordinated. In addition, the

These are policies for devefopment approved by the Planning Commission, but returned for further study by the City Council.
This matter has been pending for some time and needs to be fiiiistied because: (1) Sorne of the conditions are being used, but there is no authority without approval; (2) The new con- cept is to place some conditions as information in the appli- cation form. We ar? using these n2w application forms - again without authority.

Necessary 14) ZCA-73 - RELIGIOUS INSTITUTIONS
The General P1 an .ind.icates special deselopment standards need to be established for religious and other publ.ic serv.ice in- stitutions. Staff is presently drafting this amendment. It wi 11 consist of development standards and method for approval.

Necessary 15) BLOCK SlUDY - INTERIOR STREETS
There 'are a number of large blocks containing large, difficult to develop lots. This study is to determine which of these blocks could benefit from an interior street system.
This project has been inactive for about 9 months. It is
needed however because: (1 ) There is development pressiri-c to construct in these areas; (2) Therc is an interest by some property owners in having future streets establ i shed.
Staff has prepared the report and graphic; hcwever, further review is needed prior to the workshop.

Necessary 16) DESIGN REVIEW
The City Council considered a design review process, especially how to implement such desires as the "Hispanic Motif" concept along El Camino Real. The City Council placed this matter on the pending work list for later consideration.

This amendment is to correct a zone that is primarily office to meet General Plan land use requirements.

Would also be used in conjunction with Lcind Use Staging Program required by the Environmental Protection Agency (EPA) for the Encina Water Pollution Control Facility (EWPCF) expansion. Program utilizes the Comprehensive Plsnning Organization's (CPO) Grid Cell, Polygon and DIME File programs. Would also use City's Parcel File (Land Use Inventory Program). Various taks have been completed in the different programs, but much work still to be done to
tie it all together.

Necessary 19) - OPEN SPACE ELEMEF\IT UPDATE AND MASTER EIR
The three-year review and update period for this element is due in December 1976. Since this is the first element we did, it is one of our worst. Should be tied into Master EIR provided for in proposed revisions to EIR Guidelines (see #5 above). Staff and General Plan also encourage this document. Would provide general environmental information for entire City. Projects would only have to speak to their unique impacts.

The area around the airport in the Land Use Plan is desig- nated as "Non-Residential Reserve". This is rather nebulous
