Soto, Executive Director, Opportunities Industrialization Center, asked for Council support in acquiring funds from San Diego Regional Employment and Training Consortium (RETC). At that time the City Council passed Resolution No. 3765 supporting the Manpower Training Objective of OIC-CET of San Diego County, Inc. concepts and objectives. Since that time they have established a demonstration program, training people in retail sales, both department and grocery stores. They have now requested City Council support by resolution, once again, as they are submitting a new proposal to their funding source, San Diego Regional Employment and Training Consortium (RETC), in order to expand their training into other areas of industrial fields as well as maintaining their retail sales course. Last year I visited you and explained our program OIC-CET, to which your city council passed a resolution supporting the OIC-CET concepts and obje;tives. Since that time we established a demonstration program, training people in s retail sales, both department and grocery stores. Our training has a strong emphasis on the development of job habits and attitudes, ie, punctuality, productivity, cooperation, grooming, etc. We had enrolled, as of January 1, 1976 one hundred and three (103) people from through -out North San Diego County, and to date we have placed sixty- five (65) of them in various store jobs through -out the area at an average starting wage of $ 2. 83 per hour. This year we have submitted a new proposal to our funding source, The San Diego Regional Employment and Training Consortium (RETC), To expand our training into other areas of industrial fields as well as maintaining our retail sales course. We are again seeking support from the various city's through -out North County and would sincerely appreciate your assistance in this matter. WHEREAS, the City Council supports the stated objectives of OIC-CET of San Diego County, Inc. in their manpower training program; NOW, THEREFORE, BE IT RFSOLVED that the City Council does commend and encourage OIC-CET of San Diego, Inc., to pursue the objectives of their manpower training program. PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad, California, at a regular meeting held the 7th day of Ser)tember 1976, by the following vote, to wit: AYES: Councilmen Lewis, Skotnicki, Packard and Councili-mman Casler.
