VISTA-CARLSBAD OUTFALL - INCORPORATE PHASE IB AND PHASE II

Vista and Carlsbad have an ongoing project for the upgrading and capacity
enlargement of the Vista-Carlsbad outfall. Remaining work on Phase IB of
the project is the installation of two pumps in the Buena-Vista Pump Station
while retaining the existing three pumps (equal in capacity to one of the
new pumps) for standby use. Phase II of the project, at some future date,
would provide for the removal of the existing three pumps and their replace-
ment with one new pump of equal capacity. The estimated project costs for
Phase IB was $385,000. The estimated cost of Phase II was $75,000.
If Phase IB and Phase II were incorporated into one project (the total cost
of which is estimated to be $440,000), there would be a cost savings of
$20,000. This project may stand a chance of securing grant funds from the
Federal Public Works Employment Act 1976.
County staff and staff of Vista Sanitation District (owners of 85% of
facility) have indicated that they will recommend that Vista Sanitation
District proceed with the combined project.

RECOMMENDATION
It is recommended that the City Council concur and authorize Vista Sanitation
District to proceed with a Phase IB modified project incorporating replacement
of existing pumps with a new single pump.

SUBJECT: Vista-Carlsbad Outfall - Phase IB Improvements
Our ongoing project for the upgrading and capacity enlargement of the
Vista-Carlsbad Outfall has, to date, resulted in the construction of
additional forcemain from the Buena-Vista Pump station, the acquisition
of gas turbine emergency generators and an award of contract for instal-
lation of the generators as well as some structural modifications to the
Agua Hedionda Pump station.
Remaining work on the project as proposed, is to install 2 additional pumps
in the Buena-Vista Pump station while retaining the existing three pumps
(equal in capacity to one of the new pumps) for standby use. This portion
of the project was referred to as Phase IB. Phase II of the project, at
some future date to be determined by maintenance requirements, would
provide for the removal of the existing three pumps and the replacement
by one new pump of equal capacity. The estimated project cost for Phase
IB was $385,000. The estimated cost of Phase II was $75,000.
With the possibility of securing grant funds from the Federal Public Works
Employment Act 1976, it has been proposed that the essential elements of
Phase IB and Phase II be incorporated into one project. The total cost
of which is estimated to be $440,000. This is a cost savings of $20,000
over the total cost of separate Phase IB and Phase II construction projects.
The primary reason for the cost savings, should the revised project be
approved, is the ability to eliminate design costs associated with the
Phase II project, therefore should we elect to take advantage of the
potential cost savings the decision to go with the one complete project or
two partial projects must be made now.
The potential for savings and the possibility that the project may be
eligible for Federal grant funds makes the revised combined project
attractive. County staff and staff of the Vista Sanitation District
(owners of 85% if facility) have indicated that they will recommend
that Vista Sanitation District proceed with the combined project. Should

fund to finance the City's 15% of the additional project costs should
grant funds fail to materialize.
RECOMMENDATION:
It is recommended that the City council concur and authorize Vista
Sanitation District to proceed with a Phase IB modified project
incorporating replacement of existing pumps with a new single pump.
