On August 11, 1976, the Planning Commission considered a partial amenc to the La Costa Master Plan as directed by the City Council. The Plar Comission reviewed the staff recommendation and submit the following port:

REQUEST: PARTIAL AMENDMENT TO THE LA COSTA MASTERPLAN TO PRO- VIDE FOR SANTA FE KNOLLS, LA COSTA RANCHEROS, LA
COSTA VALE UNIT NO. 2, AND A PORTION OF GREEN VALLEY KNOLLS
The City Council held a Public Hearing on the Proposed La Costa Master Plan Amendment on June 15, 1976. Prior to hearing the matter;the Council considered adoption of the new Planned Com-
munity Zone. Therefore, certain elements of the Proposed La Cos- Master Plan were not consistent with the new zone. Council actic directed Staff to return the Master Plan to insure cornpliance with the new Planned Community Ordinance. The Council further ci-irected Staff to proceed with a partial Vaster Plan Amendment which would allow three areas to be processed independent of the total revision. The Partial Amendment involved the areas known as Santa Fe Knolls, Rancheros de La Costa, and a resubdivision of a portion of La Costa Vale Unit No. 2. The City Council re-
quested a Planning Commission report on the Partial Amendment.
In addition, the Planning Commission recommended on September 22 1976 that a fourth area, a portion of Green Valley Knolls, be included with the proposed Partial Amendment.
The Staff has reviewed the proposed Partial Amendment with the
requirements of the new Planned Comnunity Zone and recommends th following report and recommendation to the City Council:

Location and Description of Properties:

2. Rancheros de La Costa: Approximately 325 acres easter'

3. La Costa Vale No. 2: Approximately 38 acres northerly of La Costa Avenue in the vicinity of Re-tiro Street and Valero
Court.
4. Portion of Green Valley Knolls: Approximately 7 acres
northerly of Levante Street between El Camino Real and the SDG&I transmission corridot, Lots 221-225 of CT 75-7.

Past History and Related Cases:
The Planning Commission recommended adoption of the Major Master Plan Amendment, May 19, 1976. However, at the June 15, 1976 Citj Council Hearinq, the Council adopted the new Planned Community Zone which then rendered the Proposed La Costa Master Plan non- conforming with the new zone.
Therefore, at the request of the aDplicant, the Master Plan amenc ment was divided into two parts:
1. Partial Amendment to allow three areas to proceed (Santc
2. A Major Amendment that would insure the new Master Plan

Amendment is consistent with the new P-C zone.
The Council, therefore, requested Planning Commission Report on this criterion.
The Planning Commission held a public hearing on the proposed re- subdivision of Lots 221-225 of CT 75-7, Green Valley Knolls. As .part of the hearing, the staff outlined a technical difference be tween the Adopted Specific Plan (provides for RDM development, lr
20 dwelling units per acre) and the proposed re-subdivision. In
considering the re-subdivision, the Planning Commission felt that a fourth area should be added to the Partial Amendment to insure .that the General Plan and the proposed zoning are consistent.

General Plan Information:
The Land Use and Circulation Element of the General Plan were amended in April 1976. The April amendment made the following changes :
1. Santa Fe Knolls Area:
Land use from Residential Medium density (R-PI), 4-10
dwelling units per acre, to Residential Low Medium density (RLM), included specific location for a High School site and a realign- ment of Mision Estancia east of Rancho Santa Fe Road.
The major discrepancy is the Master Plan as adopted in 1973 is conflicting with the General Plan. The Master Plan pro- vides for Mobile Home Estates, Elementary and Junior High School! and a different alignment of the east-west thoroughfare, Mision Estancia.
2. Rancheros de La Costa:
No significant change - major reduction in density from Residential Los density (R-L), 0-2 dwelling units per acre, to
specific Master Plan density of minimum 1 dwelling unit per 2 acres, average 2 dwelling units per 5 acres.
3. La Costa Vale Unit No. 2:
There was no change to residential density in the April General Plan amendment. The change that occurs involves a re- subdivision of the existing development, and a concurrent reduc- tion in density.
Specific identification of proFosed La Costa neighbor- hood (Canyon Park) and the proposed 28 - acre community park sit and their general location and method of acquisition. This re- quirement was initially required by the La Costa Annexation Or- di nance of 1972.

The proposed re-subdivision of approximately 7 acres in volves dividing existing Lots 221-225, averaging 1.6 acres, into

The projects fall within the general service boundaries of Leucad. County Water District (Sewer), Carlsbad Municipal Water District, Olivenhain Water District, San Dieguito Union High School, Encin- itas Elementary and San Marcos Unified High School.
In each case, public facilities are currently provided to or adja cent to the three project areas. Off-site facilities are require i.e., road, sewer, and water for Santa Fe Knolls; the applicant a a condi-tion of approval, will be required to provide the facilit! concurrent with development.

though additional facilities and improvements will be addressed
as part of the Major La Costa Amendment.

- rile "Rancheros" is proposed to be a large or estate size single- family residential development with minimum acreage requirements of 2 acres per lot with an average minimum lot size of 5 acres per lot. One remaining area of the Rancheros - lot 69 - 61.7 acres will be subject to subsequent action which will require an amendment to the proposed Master Plan. Special development of
street sections in the Rancheros could provide for rural type streets instead of standard residential streets typical of normal R-1 subdivisions if a Planned Unit Development (PUD) process is used.
The' Rancheros also will provide an internal, privately maintain
equestrian system. Lot 69 and other internal facilities will b maintained by the applicant or his successor .in interest.
Public services are available and the economic impacts will be balanced by the tax revenues generated from the development.

of the previous subdivision; therefore, additional facilties are not anticipated.
4. Portion of Green Valley Knolls
The Master Plan Change involes a reduction in density from Medium
High Density 74 dwelling units per acre to low Density, 4 dwelling units per acre.
Tge proposal provides for the re-subdivisfon of approximately 7- acres into 18 single family lots minimum 10,000 square feet. Originally p?anned to be a multiple family project adjacefit to - El Camino Real, the project now involves a re-subdivision to
provide for a model sales compound.
The Partial Amendment would state on Lots 221-225 of Green Val- ley Knolls; CT 75-7 that: development to be accomplished as a standard R-1 project with 10,000 square feet minimum lots. All other conditions of the Specific Plan for Green Valley Knolls
(SP-171) will be retained.

Schools: The Partial Amendment includes only those school sites directly affected by a land use change. There are several other school and park sites shown on the 1972 Master Plan which will be deleted and replaced in new locations at such time the Over- all Amendment to the La Costa Master Plan is accomplished.

This project, a portion of Santa Fe Knolls, is covered by a tentative
agreement between this school district and La Costa Land Development
Company whereby a school site will be provided in the vicinity of the

The Board of Trustees has been made aware of La Costa’s Master Plan.
