MANAGEMENT & IMPLEMENTATION AGREEMENT
Statement: of the Hatter
During the process of constructing wheel chair ramps in the Inner City,.
it became apparent that approximately �1000 would be left -over from the
$10,000 Housing and Community Development Grant allocation. The City
Engineer determined that this money could best be spent by building i
additional ramps at Juniper and Carlsbad Blvd. and at Tamarack and
Carlsbad Blvd. i

Construction of the tHo additional ramps necessitates an amendment to ,
the Management and Implementation Agreement between the City and County
for release of NCD funds, which was originally executed by the City
Council on August 17, 1976. {

Recommendation
It is recommended the City Council approve the amendment to the agreement
and authorize the Mayor to sign said agreement for the Management and Im-
plementation of the 1st Year HCD Grant by adopting Resolution No.4028.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY ;
3 OF CARLSBAD, CALIFORNIA, AMENDING AN AGREE-
MENT BETWEEN THE CITY OF CARLSBAD AND THE COUNTY
4 OF SAN DIEGO FOR MANAGEMENT AND IMPLEMENTATION
OF A COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT
5 AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREE-
MENT. I

WHEREAS, on August 17, 1976, the City Council approved an
8
agreement with the County of San Diego for Management and Im-
9
plementation of a Community Development Block Grant Project and f

11 authorizing the Mayor to execute said agreement; and i
WHEREAS, that agreement authorized the release of Community
12 i
Development Block Grant Funds for the construction of 37 wheel
13
14 chair ramps in the City of Carlsbad; and
-WHEREAS, the City desires to amend the aforementioned agree-

ment to authorize the construction of two additional wheel chair
3.6
ramps located at the northeast intersection of Juniper Avenue and

17 Carlsbad Blvd. and the northeast intersection of Tamarack Avenue
and Carlsba4 Blvd.; and
to i
WHEREAS, said construction will not exceed the grant amount
20
21 allocated for the project by the Federal Department of Housing and
Urban Development; and
- 22 WHEREAS, the additional wheel chair ramps wall be a substan-
23
tial benefit to handicapped and elderly residents of the Inner
24,
25 City.
NOW, THEREFORE, BE IT RESOLVED:

1. That the agreement between the City of Carlsbad and the
2
County of San Diego for Management: and Implementation of a
28
unity Development Block Grant Project, which was approved

2 by City Council Resolution #3991, is hereby amended to allow con-
5 struction of wheel chair ramps at the northeast corner of Juniper
4 Avenue and Carlsbad Blvd. and the northeast corner of Tamarack
5 Avenue and Carlsbad Blvd.
6 2. Thet the Mayor of the City of Carlsbad is hereby author-
7 ized and directed to execute said amendment for and on behalf of
8 the City of Carlsbad. an adjourned
9 PASSED, APPROVED AND ADOPTED at / regular meeting of the City
10 Council of the City of Carlsbad, California, held on the 26th
11 day of October , 1976, by the following vote, to wit:
