The City Council, at your September 14, 1976 meeting, indicate
its intent to consider accepting a gift from Mr. and Mrs. W. D
Cannon of 6.7 acres of property to the City of Carlsbad. The
Council referred the matter to the Planning Commission for a
General Plan consistency finding and to the City Attorney for
the preparation of the necessary documents. The Planning'
Commission, on October 27, 1976, found the acquisition of the
property by the City to be consistent with the General Plan
and recommended that the General Plan amendment be considered
to put the entire property under the open space designation.
In accord with the Council's direction, the resolution accept- ing the gift has been prepared.

SUBJECT: OFFER OF DEDICATION OF PROPERTY TO THE CITY OF CARLSBAD
Property (6.7 acres) bounded on the north by Cannon Road, west by
Terramar subdivision, east by the AT&SF railraod and south by a
lot line 940' south of Cannon Road has been offered to the City ( attached map).
Approximately 40% of the site contains a body of water. This por is designated on the General Plan as open space.
The remainder of the site is shown as Residential-Medium density, dwelling units per acre.
The property to the south of the subject property is designated a
open space and is owned by the State of California Parks and Recr

Department.
The Parks and Recreation Commission on September 20, 1976 voted
unanimously favoring the subject area for a. neighborhood park and requested further study of the area. '
The required action by the Planning Commission on this item is a mination of consistency or inconsistency of the offer with the Ge P1 an.
It is the City Council "s subsequent responsibility to evaluate tk
financial and land utilization aspects of the offer of dedicatior the Planning Commission determines General Plan consistency.
Staff recommends that the Planning Commission find the offer of c
cation consistent with the General Plan, and that a future Generz
Plan Amendment be pursued to put the entire site under the Open Space designation.
