An appropriation was included in the 1976-77 budget for the
Position of Redevelopment Coordinator. In order to proceed
with the selection and hiring <f an individual to fill this
Position, it is necessary to amend the classification. and
salary plan.
Redevelopment Coordinator will be an unclassified position in
the Planning Department. The Redevelopment Coordinator -will
operate under the direction of the Planning Di"rector. The
salary range established for this position will be included
in the City's existing Executive Salary Plan.

Council action
11-16-76'-Resolution #4043 was adopted, amending the Classification Plan;
Resolution #4044 was adopted, amending the Executive Salary Plan;
and Ordinance #1191 was introduced for a first reading, amending
the Municipal Code to provide that the position of Redevelopment
Coordinator be unclassified.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
THE CITY'S CLASSIFICATION PLAN TO INCLUDE
THE.POSITION OF REDEVELOPMENT COORDINATOR
WHEREAS, it is the intent of the City of Carlsbad to employ a
person to administer the redevelopment activities of the City:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Carlsbad as follows:
I1. That the above recitations are true and correct.
2. That the City Manager is hereby authorized and directed to
include the position of Redevelopment Coordinator in the City's Class-
ification Plan and the class specification, shown as Exhibit A, attached
hereto and made a part hereof, is approved.
3. That the City Manager is hereby authorized and directed to
employ a Redevelopment Coordinator.

Definition
REDEVELOPMENT COORDINATOR

Resolution No.
This is an administrative and professional class with duties involving
the coordination of the redevelopment activities of the City. This is a
management position. Duties are performed under the general'direction of
the Planning Director.
Examples of Duties
1. Conducts studies and prepares reports, develops plans and programs.
2. Confers with City departments, architects, develop.:rs, lenders,
consultants, citizen groups, and other agencies to obtain and
develop information affecting redevelopment plans and programs.
3. Analyses proposals for costs, benefits, conformance with plans and
policies, and feasibility.
4. Presents information and recommendations in both written report
form and orally to the City Council, Planning Commission, Carlsbad
Redevelopment Agency, and community groups.
5.. Coordinates and directs all City redevelopment activities including:
preparation of redevelopment project plans; land acquisition,
matiaoement, and disposition; residential and business relocation.
6. Prepares Agency budget and reports.
7. Prepares grant applicatioriz and administers grant programs relating
to redevelopment and community development.
8. Performs other duties as may be assigned.
Employment Standards
General knowledge of: the California Community Redevelopment Law;
California Planning Law and Practices; Modern Urban Planning and Design
Practices; California Zoning Practices; and Real Estate Practices and Finance.
Ability to: organize and prepare a comprehensive redevelopment program;
make comprehensive oral and written presentations.
Education and Experience
A Bachelor's Degree in Urban Planning, Public or Business Administration,
Architecture, or Civil Engineering is required. Professional experience in one
on the above areas may be substituted on a year for 2,ear basis for education.
A minimum of four (4) years professional experience with a redevelopment
agency, city or county in planning or community development, two (2) years of
which involves experience in developing orassisting the development of
a redevelopment program is required.

6 WHEREAS, the City Manager recommends and the City -Council
7 �oncurs that the addition of the position of Redevelopment
8 oordinator, to the City's Salary Plan for certain Executive and
9 dministrative Personnel for the 1976-77 Fiscal Year, is necessary;
10 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
11 ity of Carlsbad as follows:
12 1. That the City Council authorizes and directs the addition
13 3f the position of Redevelopment Coordinator to the Executive
14 alary Schedule, Fiscal Year 1976-77, set forth in Exhibits A and B,
15 ttached iereto and made a part hereof, adopted as the salary plan

ORDINANCE NO. 1196
AN ORDINANCE OF THE CITY COUNCIL OF TILE
CITY OF CARLSBAD, CALIFORNIA, TO AMEND
CARLSBAD MUNICIPAL CODE SECTION 2.44.030.
The City Council of the City of Carlsbad, California, does
ordain as follows:
SECTION 1: Carlsbad Municipal Code Section 2.44.030 is
hereby amended to read as follows:
2.44.030 City service. The provisions of this chapter shall
apply to all offices, positions and employments in the service of
the city, except:
(1) Elective officers;
(2) Members of appointive boards, commissions and committees;
(3) Persons engaged under contract to supply expert,
professional or technical services for a definite period of time;
(4) Volunteer personnel who receive no regular compensation
from the city;
(5) City manager;
(6) Assistant city manager;
(7) Assistant to the city manager;
(8) Administrative assistants;
(9) All department heads hired on or after November 1, 1975;
(10) Redevelopment Coordinator
(11) City attorney;
(12) Emergency employees who are hired to meet the immediate
requirements of an emergency condition, such as extra -ordinary
fire, flood or earthquake which threatens fife or property;
(13) Employees, other than those listed elsewhere in this
section, who are employed less than half time, which is defined
as employees who are expected to or do work less than one thousand
forty hours in any one fiscal year.
EFFECTIVE DATE: This ordinance shall be effective thirty days
11after its adoption,,and the City Clerk shall certify to the
of this ordinance and cause it to be published at least once in the
Carlsbad Journal within fifteen days after its adoption.
