Subject: AUTHORIZING LETTER OF SUPPORT - GOLDEN WEST AIRLINE
SERVICE - ORANGE COUNTY/PALOMAR/SAN DIEGO
.Statement of the Matter
After the October 26, 1976 City Council meeting, staff contacted
Golden West Airlines to determine the date a letter of support was
needed by them. It was erroneously reported to staff on October 27,
1976 by an official of the Golden West Airlines that their hearing
before the State Public Utilities Commission was October 26, 1976,
consequently, no further action regarding a letter in support of
their proposed service from Orange County/Palomar/San Diego and
San Diego to Santa Barbara non-stop was prepared.
Golden West Airlines has again requested consideration that a letter
of support from the City of Carlsbad be written to accompany their
filing to the State Public Utilities Commission.
In our discussion with them we were informed that the Public
Utilities Commission will not hold formal hearings if their is no
, opposition to the routing as presented. If protests to the routing
are received, then the Public Utilities Commission will set a-date
for a hearing.

Recommendation
There are three alternatives' Council may wish to consider:
1. Choose not to send letter of support.
2. Choose to send a letter of support.
3. Instruct staff to set date for public hearing.

12-7-76 It was agreed that a Notice of Public Hearing be set regarding
the support of Golden West Airlines Service.

Dear Mayor Frazee:
For your information, Golden West Airlines is planning to extend our
service from Orange County to Palomar/San Diego and also from San
Diego to Santa Barbara non-stop. We plan two round-trips daily with
morning and late afternoon departures in both directions from Palomar
Airport.
We had a meeting with Mr. Paul Bussey, your City Manager, and Ms. Zetta
Castle, President of Carlsbad Chamber of Commerce, and they indicated
our service would Jbe welcome.
As is normal with airlines when filing for new routes, we solicit
letters of support from city officials, commercial companies, travel
agents, etc., which accompany our filing to the State Public Utilities
Commission. We feel that a letter from your good city would add
tremendous strength to our filing, and we hope you will authorize
such a letter.
If there is any additional information which you might need, please
contact the undersigned and I will be happy to comply.
