(Oceanside-Carlsbad Noon Opti-Mrs. Club) -
Statement of the Matter -
The Oceanside-Carlsbad Noon Opti-Mrs. Club has undertaken
a project of assisting underprivileged and abused children. They have been working with the Oceanside Police Department Juvenile Bureau and the Carlsbad Police Department Juvenile Bureau. Their organization wishes to give a Polaroid Camera
and a Health-0-Meter Scale to the City of Carlsbad for the
use of the Police Department Juvenile Bureau to be used
exclusively for the revi.ew of child abuse cases.

children.

abuse section, needs a Polorid S X 70 Camera and a Health-
0-Meter Scale.
If this need does exist, it would be our pleasure to give
these items to your Police Department.

Dear Citizens,
It seems in this day of governmental regulations and red
tape that no human personalities or spirit of cooperation exists.
Yet, we have found these qualities in abundance with the entire
staff of your city.
or avoid any regulations; however, they have never hidden behind
the rule book or shown indifference.
Your staff has never allowed us to cut corners
We sincere 1 y appreciate the openness and pol i teness wi th which every member of the staff has conducted themselves. We wish
to express our appreciation, but do not wish to place anyone in what may appear to be a compromising position. Therefore, we have
chosen to make a contribution in the name of the staff of the City
of Carlsbad. We will be donating $2,000 each to the Boy’s Club
and the Girl’s Club to be used in their youth programs for the
children of the city.
We hope that these qualities that exist with your staff
will somehow spread to other governmental agencies to show that
regulation can be achieved without removing the human element and
the sense of working together.
