Mgr. i1 Subject: '—`�- SALARY DIFFERENTIAL FOR BURGLARY PREVENTION OFFICERS Statement of the Matter 9 f As a result of a grievance filed by affected members of the Police Department,_information was brought to the staff's attention that two members of the department were not paid the appropriate salary for the position they held. This occurred for a two year period. The error was a result of confusion in the administration of the Burglary Prevention Grant. After investigation, it has been determined that each officer was underpaid $1,448.00. DATE: DECEMBER 2, 1976 TO: CITY MANAGER FROM: Personnel Director SUBJECT: SALARY DIFFERENTIAL FOR BURGLARY PREVENTION OFFICERS In September, 1973, the City entered into a three year grant titled, Crime Specific Burglary. The provisions of the grant were that two officers in the Carlsbad Police Depart- ment would be designated as Burglary Prevention Officers. They were to be employed in the detective bureau of the department to supplement the detectives and the juvenile diversion officers within that division. During the first year of the grant these two officers were employed, principally, in an educational effort. The intent of the grant was for the officers to provide information to residents and to merchants as to how burglaries could be prevented. The second year of the grant program was rewritten based upon experience gained during the first year, wherein the burglary prevention officers would spend the majority of their efforts toward investigating burglaries. Their titles and salary ranges remained the same during this period. Con- sequently, from September, 1974 until the end of September, 1976, Police Officers William Huntington and Robin Hargett were employed as burglary prevention officers involved in the investigation of burglaries. They still remained under the direction of the detective division of the Carlsbad Police Department. The error occurred due to a lack of understanding concerning the administration of the federal grant and its relationship to City personnel requirements. Discovery of the problem and its investigation was brought to the City's attention through a grievance filed by the affected employees. After detailed investigation, it is recommended that Officers Huntington and Hargett be paid a retroactive 5% salary differential for the last two years of the Burglary Prevention Grant. This will amount to approximately $1,448.00 for each officer. RESOLUTION NO. 4058 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AUTIiORIZING THE TRANSFER OF FUNDS FROM THE CONTINGENCY ACCOUNT TO THE POLICE DEPARTMENT SALARY ACCOUNT. BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the transfer of three thousand dollars ($3,000) from the Contingency Account to the Police Department Salary Account for reimbursement of a detective differential pay for Burglary Prevention Officers. , 2. That the Department of Finance Request for Transfer of Appropriation No. 10 is on file in said department and incorporated by reference herein is approved.
