Atty. 3 DEPARTMENT: City Manager Subject : 1 e MUNICIPAL SWIMMING POOL Statement of the Matter The City Council instructed the staff to have an architectural evaluation of the high school site prepared to determine the feasibility of constructing a swimming pool. The report has been completed and indicates existing school land is adequate if some of the tennis courts are relocated to another area on the school grounds. Exhibit Architect's Report Recommendation It is recommended that the staff be instructed to prepare an EIR on the project using the school site. It is further recommended that the staff be authorized to proceed, working with the school district to prepare the necessary agreements. .. OB JE CT I VES The objectives of this letter report are: 1. Determine the preliminary suitability of the proposed school site. 2. Provide a recommendation and supporting rational as respects the development program. 3. Advise on the utilization of private lands immediately north of the proposed school site. FORWARD It is noted, the general purpose of the City is to obtain a preliminary judge- ment as a general measure of the project's viability on this pre-selected site. Our firm is in accord with this first-step approach; our summary letter report will therefore not deal with finite specifics, nor will it attempt to generate other data such as development costs, environmental impact evaluations and schematic plans, which are the next design steps. at the appropriate time. L c Mr. William Baldwin City of Carlsbad Swim Compl ex November 1, 1976 Page Two CONCLUSIONS The total site, as shown on Exhibit 1, is approximately 3.0 acres in size. This total area is made possible by the relocation of 2 tennis courts, 39 parking spaces and the maintenance yard (Exhibit 1). It is our understanding you wish to provide the entire facility on existing School District property without acquiring additional land. Our preliminary site evaluation indicates that the School District property is of sufficient size to accomodate a community pool complex. However, the acquisition of additional land would be beneficial for possible future parking, specialized additional pools, additional spectator seating and general complex expansion, should this flexibility be desirable. As put forth in the City's initial program, the major purposes for the swim complex are to provide recreation swimning, swimming instruction, competition pools and night use, Faci 1 i ties normally associ ated with recreati on pools include: point to complex; dressing/shower/restroom building including staff and first aid room; sun and shade deck areas; possible refreshment facilities; a pool with shallow and deep water to accomodate different levels of swiming and diving; parking for the necessary number of cars; handicapped use of swim complex; along with landscaping to develop a pleasant environment and help enhance the swim compl ex's appearance as respects to adjacent properties. Control /admissi on The use of the pool for swiming instruction would necessitate additional design criteria for the complex as a whole, but the basic amenities would remain the same as above. However, using the pool for competition would require facilities for spectators; starting and timing; judging; the pool designed to the desired competition level; and possible additional parking. The parking requirements would depend on the scheduling of swiming competition with other events and activities that utilize existing school parking. Night use would require lighting systems, and additional treatment to the complex with regards to neighborhood impact and parking. DEVELOPMENT OPTIONS The major elements of a swim complex are listed below as a representation of basic options. The final swim complex facility program will determine which options are viable. Complex Building Approximately 8,500 sq. ft. based on useage by 3% of Carlsbad's population of 20,000 people. 1. Office - Used as entry and exit from pool or dressing area and general mstration, waiting/pi ck-up area, etc. Approximately 400 sq. ft. Dressing Room - To include lockers or basket room, showers and drying area and restrooms. use and if school dressing facilities would be available for competitive purposes. Approximately 5,600 sq. ft. Staff Room - To include dressing and shower facility as well as lounge, manager's office and first aid area. Approximately 600 sq. ft. Instruction Materials Storage - For use of staff to store teaching aids for swimming instruction and competition equipment. sq. ft. Total daily use - 600 people. 2. Decking - Approximately 16,200 sq. ft. of decking would be necessary to meet all of the requirements of recreation, instruction and compet- ition (based on 27 sq. ft. per 600 daily use people). This includes sun and shade areas, starting and judging area and pedestrian movement around the pool. It does not include spectator areas and landscaping. Turf areas my be used along with hard surfaces to provide overflow space. 3. Spectator Area - Spectators may be seated using permanent, temporary or a combination or permanent/temporary facilities. Seating for 500 people would require approximately 2,500 to 5,000 sq. ft. of level space. This structure may be designed to also provide storage and mechanical equip- ment facilities. Landscaping - The area required for landscaping depends on the facility program, the physi cal faci 1 ity design and esthetic qual i ty. area for landscaping can range from 25% to 75% of the total site. (40% of the pool area was used for this report.) 4. Approximate C. Parking Areas Approximately 50,500 sq. ft. 1. Automobile - The parking area required would park 180 cars. This is based on 2 people per car and 60% of the daily use people present at one time (275 sq. it. per car). 39 existing school parking spaces were eliminated from the total of 180 existing school spaces. The school's 141 remaining spaces and the swim complex's 180 new spaces total 321 spaces. This would provide adequate shared parking depending on event time scheduling and further facility program defi ni ti on . In order to provide for the swim complex, 2. Bic cle - Based on the adjacent high school and residential areas, approx- 20% of the daily users would need bicycle parking. 96 bicycle parking spaces would require approximately 1,000 sq. ft. D. General 1. Pedestrian and Vehicular Access - Access to the site is possible from Monroe and Basswood Street as well as directly from the high school. 2. Utilities - Utilities are available to the site but further program definition will allow load capacity requirements to be determined. 3. Neighborhood Impact - Sound, traffic and visual elements will be the major impact to the surrounding nei ghborhood. The physical design of the swim complex and the landscaping will minimize these impacts.
