Statement of the Matter
There has been a recent increase in the amount of public works
construction underway in Carlsbad, as outlined in the attached
report. This level of activity is expected to be sustained for
several months, accentuating the need for an additional

construction inspector.
A fund transfer is requested to transfer the sum of $12,500
from Account No. 21=212-0900 to Account No.21-127=2450 to hire
and outfit a temporary construction inspector for a period of
6 - 7 months.

Council action
12-21-76 Resolution #4065 was adopted, authorizing transfer of funds
for temporary construction inspector in the Engineering Department.

SUBJECT: PUBLIC WORKS CONSTRUCTION ACTIVITY
+ Carlsbad is experiencing an unprecedented high volume of public
works construction, mea3ured both by total bond amount and total
number of separate construction sites.

Construction inspec.,ion services, paid for as provided in the
Subdivision Ordinance (2% of Bond amount) are performed by two
construction inspectors. As shown on the attached summary, the
l outstanding inspection fees are greater than the interim amount
of services our inspectors can provide.
Therefore, it is proposed that a temporary construction inspector
be hired to supplement the Engineering Staff until the workload
is reduced. It is anticipated that costs for the supplemental
construction inspection services will not exceed $12,500. This
period is estimated at six to seven months.
At the end of this period we will analyze new construction projects
to determine if there is justification for adding a permanent
construction inspector tc the Engineering Staff.

CARLSBAD, CALIFORNIA, AUTHORIZING THE TRANSFER OF
3 FUNDS FOR TE2•1PORARY CONSTRUCTION INSPECTOR IN THE
ENGINEERING DEPARTMENT

5 MEREAS, the City of Carlsbad is experiencing a level of
6 construction activity which necessitates the employment of an
11 additional construction inspector for a period of approximately
8 six to seven months,
9 NOW, THEREFORE, BE IT RESOLVED as follows:
10 1. That the transfer of Twelve Thousand Five Hundred
11 Dollars ($12,500.00) from the ANTI -RECESSION FISCAL ASSISTANCE
12 FUND, Account #21-212-0900, to the ENGINEERING DEPARTMENT,
13 Account 921-127-2450, as shown on the Department of Finance Fund
14'Transfer, No. 14 in a form on file in said department and incorpo-
15 rated by reference herein is approved.
16 2. That the City Manager is authorized to use the said
17 funds to hire and equip a temporary construction inspector.
18 PASSED, APPROVED, AND ADOPTED by the City Council of the
19 City of Carlsbad'at a regular meeting held the 21st da%� of
20 December 1976 by the following vote, to wit:
21 AYES: Councilman Frazee, Lewis, Packard and Skotn+cki
22 NOES: None
23 ABSENT: Councilwoman Casler
