Subject: ENGINEERING DEPARTMENT - REQUEST FOR NEW SENIOR ENGINEERING AIDE POSITION Statement of the Matter In late 1972 the Engineering Department reorganized into two sections (Current Development and Engineering Design) to better serve the needs of the newly developing areas of Carlsbad. Since that time there has been a steadily increasing workload in City Contracts and Traffic Engineering which is the responsi- bility of the Engineering Design Section. This additional work- load was temporarily shouldered by three (3) CETA employees from February 1975 to August 1976. The CETA employees have since left the City for permanent employment witch other agencies. The departure of the three temporary employees has,impaired the ability of the design section to provide an acceptable level of service in all their areas of responsibility: Design, Contract Administration, Traffic, Street Lighting, Surveying, Mapping, Annexations, and miscellaneous support actM ties for other departments. The addition of one staff person (Senior Engineering Aide) will provide a permanent staff of five (three Engineers and two aides). A Department of Finance Request for Transfer of Appropriations of $6,000 from fund2l-212-0900 to fund 1-127-1110 is on file in the Finance Department. EXHIBITS: 1. Since that time, with the resignation of Mike King, our last remaining CETA erimloyee, the need ::or an additional person is readily aoparant. Involvement in administering various studies has i^^.reased. Master Seger Study, Tararack Align ant Study, Ch'ilsiren's Library Study, as well as the efforts required to keep pace with the proliferation of outside agency studies (CPO, CALTRANS, County Flood Control, Coastal Commission, JAC, VSD, LCWD, etc.). 3. RED TAPE. The amount of paper work generated by State and i Federal agencies (steadies, reports, rules and regulations appears to be increasing on an exponential curve. f MENO to PWA -2- October 25, 1976 4. Traffic Engineering. I have put emphasis on utilizing Kent wh tson as a "consultant" to the Current Development Section and Planning -Department:-- Previously Traffic Engineering was only involved in reviewing ��e���xis_t_i�ng conditions'and working to correct existing traffic -safety deficiencies. our emphasis is now on reviewing prelimi- nary developmental proposals and detailed construction plans in order to eliminate safety hazards before they are constructed. While I am convinced of tfi-e7�ong-range benefits to this shift in manpower assignments, it bag reduced the effective work force of the• figineering Design Section. over the last year and a half or so, we have managed to "get by" because of the supplemental staff support from the three CETA, positions. Now that all three positions are vacant, i would like to request one additional person for the Engineering Department. In analyzing our needs, based on our recent reorganization into two divisions (1 - t--sion. and Contract Admi.nistration;2 - Traffic and TransportstL on ^~.gineering) , it is my request to add a Senior Engineering AiCe to the staff instead of a Civil Engineering Assistant. The sta:7fing would be as follows: Desicn and Contract Administration 1 Civil Engineering Associate 1 Civil Engineering Pssistant I Senior Engineering Aide (new position requested) 3 Traffic and Transi)ortation 1 Civil Engineering Assistant (future I.^sociate level) I Engineering Aide 2 The rest of the organization would remain the same, although in the near future the Construction Inspection may require an additional inspector due to the wide range of construction activities anticipated in the future (public and private development).
