PROBLEM BEACH ACCESS - 2445 OCEAN AVENUE -
Statement of the Matter
The City owns a 13 foot access at the north end of Ocean Avenue.
The access has a 6 foot chain link fence to the north which is
vacant property. There is a resident to the south who has a
3 1/2 foot wire fence on his property. The residents have been subjected to considerable annoyance due to trespassing, vandalism, near physical abuse and inappropriate language. This has also been a problem for the Police Department as they cannot adequately control these activities.
The City access is unimproved and persons using it follow a meandering path to the beach. The path follows the southern fence line for a considerable distrance and the low private fence
is used as a handhold by pedestrians. They also jump over this
fence and use the steps on private property, steal personal property
and generally harass the owners of the house.
I During the next fiscal year, consideration should be given to budgeting funds to construct an improved beach access in accordance
with City standards, as was done at Elm and at Grand. The easement could be widened and steps built further away from the private residence. This would entail acquiring some additional property
' to the north.
Funds are available in Contingency Fund 1-139-2790 which could be used for the construction of an 8 foot chain link fence along the
south edge of City owned property adjacent to 2445 Ocean Avenue.
