Atty. \ f" DEPARTMENT: Public Works C. Mgr. Subject: STAFF REVIEW OF MASTER PLAN FOR PUBLIC WORKS SYSTEM; CMWD ID 3. Statement of the Matter The Carlsbad Municipal Water District has recently completed development of a Water Master Plan for ID 3, generally the northeast quadrant of the City. Staff has provided information to the District relating to the future needs of the City service area in order that these considerations may be included. Staff has reviewed the -Master Plan and is of the opinion that •;•t adequately provides for these future needs (Exhibit A). EXHIBITS• A. RECOMMENDATION: If Council concurs with staff procedures and analysis, the plan should be accepted and filed acknowledging the City staff's input as adequate at this time. It should be noted further that the plan should be reviewed and amended as necessary to regain current with changes which may occur in the City's General Plan and zoning. Counc;l action 1-3=78 The Master Plan for Public Works System, CMWD ID 3 was accepted and ordered filed. 77-250 November 30, 1977 MEMORANDUM TO: Public Works Admistrator FROM: Director of Utilities & Maintenance SUBJECT: Review of CHWD Master Plan for I.D. #3 Staff of the Utilities & Maintenance Department have provided information to the CMWD District Engineer relating to the water needs in the Northeast quadrant of the City water service area. These needs were based on the current Land Use Element of the General Flan and used maximum population densities of that plan to provide the basis for the water -planning efforts for the City Service area. Topographical considerations were also con- sidered to determine opti►num interconnection points with the C14-ID system - in that area. Normal engineering assumptions regarding per capita use and required fire flows were utilized in making these determinations. The plan has been reviewed and the following comments are provided: 1. The plan provides for a second route of supply to the entire City Service area. As you are aware, our present source of water is from Squires Dam or via a by-pass directly to the aquaduct from a line in Palomar Airport Road. Should there be a casualty to this link, water can be provided on a temporary basis from Oceanside through an intertie at E1 Camino Real and ! lliway 78. Our present storage capacity (Ellery, Elm and Skyline tanks) is.sufficient for only 2+ days under normal demands. It is my opinion that the proposed plan adds a considerable degree of reliability to our system. 2. The plan will call for delivery of water generally to the intersection of Elm Avenue and our service area at pressure corresponding to elevatioh,620. This pressure will provide for delivery of water to the Ellery pump zone without the necessity of pumping from Ellery Reservoir. The Ellery pumps can, therefore, be placed on standby which will result in decreased power costs. 3. Connections at Elm Avenue and at Kelly Drive will provide for about 6 cfs (2700 gallon/minute) delivery to our system. 4. The plan is sufficiently flexible that it can accommodate future City requirements for additional storage (5 MG) in the NE corner of our service area (vicinity of the present CMWD B tank). a CMWD Master Plan ID3 (continued) -2- November 30, 1977 The Planning Commission has indicated that the plan is consistent with the General Plan. I believe the plan has used reasonable planning parameters for service to the I.D. 3 area, although it may be somewhat oversized to the real requirements of the area which cannot be established until the master plans for Calavera Hills and other developments have been reviewed. It should be pointed out that the Master Plan for I.D. 3 does not include any time schedule for implementation, although it is my understanding that the portion described as the Tri-Agencies Pipeline will be constructed during 1978-79. I presume that the remainder of the system will be completed as development occurs, therefore, various parts of the'system will be reviewed as a part of the usual development process. In this regard, it is considered that the plan will track somewhat closely with the City's Public Facilities Program. ROG W. Box 1095 • Carlsbad, California 92006 • (714) 729.1194 December 16, 1977 Mr. Paul Bussey City Manager City of Carlsbad 1200 Elm Avenue Carlsbad, California 92008 Subject: Master Plan for Public Water System - Improvement District No. 3 North and East of E1 Camino Real, Carlsbad Municipal Water District Dear Mr. Bussey: The Carlsbad Municipal Water District has concluded its public hearing proceedings in regard to the subject Master Plan, and there has been requested from your agency a specific response relating to the elements of the Master Plan that have a direct impact upon the public water system of the City of Carlsbad. By letter dated December 1, 1977, Mr. Roger :1. Greer, Director of Utilities and Maintenance, has advised the District that the City of Carlsbad's technical staff has participated in the development of the Water District Master Plan and has also reviewed the drafted document. In addition, we understand that the City Planning Com- mission has reviewed our draft Master Plan and have } found the report to be in compliance with the general 1' Plan. Our District fully comprehends the role of the City of Carlsbad's Planning Commission and City Council with respect to the general Plan of the City, and the relationship of a Tong -range public utility such as our water system and the overall developments of the area. Our District has received the full meast)re of assistance, input and commentary in this regard. What we have not received as yet is a specific statement relating to the City of Carlsbad's Water Department, as to their view of what the Water District is providing. In Orange County, Santa Ana I W a y 0 Mr. Paul Bussey City Manager City of Carlsbad December 16, 1977 Page Two /NOIN i�NO Accordingly, we request an opportunity to appear at a meeting of the City Council of the City of Carlsbad to make a full presentation of the subject Master Plan with specific emphasis upon those elements which will im- prove the City Water Department operations and provide for the future growth of those areas within the City of Carls- bad's Water Department service area. Our Board of Directors are of'the firm conviction that the City of Carlsbad's Water Department should have the highest level of service consistent with economy and efficiency. To achieve this objective, the input from the City is vital. We welcome an opportunity to meet with you prior to the City Council presentation to seek your guidance as to an effective program that we can present. Your timely response to this request will be very much appreciated, inasmuch as we are withholding a final determination for approval of the Master Plan until ' we hear from you folks.
