January 12, 1977 MEMORANDUM TO: FROM: CASE NO: APPLICANT: SUBJECT: PLANNING COMMISSION PLANNING DEPARTMENT ZC-184 DAVID K. MINNICH/CITY OF CARLSBAD Information on the affect of zoning on site and adjacent property values. At the meeting on January 4, 1977 the City Council referred ZC-184 back to the Planning Commission for information concerning the effect of the subject zone change (specifically the City request), on property values. The City Manager's office has checked with local appraisers and has informed staff that the General Plan and existing land use determine land values. Therefore, there should be no effect on the sale or purchase prices of property involved in the zone change or on sur- rounding property. All property involved in the zone change requests (City and Minnich) reflect the appropriate General Plan designations for consistency. Existing City government facilities reflect an establishedlanduse.s Staff, therefore, recommends that the Planning Commission return ZC-184 to the City Council with a recommendation of approval as pre- viously submitted.
