On July 6, 1976, the Council authorized participation in a 701 Planning Assistance Grant for FY 76-77. The projects goal was the development of tools and techniques needed to implement a Public Facilities Land Use Management Program. The Public Works Department requests authorization to apply for an additional grant for FY 77-78. This grant will include application of tools and techniques developed under the existing grant (FY76-77) , and development and implementation of a Public Facilities, Land Use Management Program. An important part of this project is useability and acceptance by the City Council. The importance of clarifying this issue was demonstrated at the Council workshop on the Public Facilities Program held on Janaury 11, 1977, EXHIBITS 1. Council Action: 2-15-77 Authorization was given the staff to make application for a 701 Compre- hensive Planning Assistance Grant for Fiscal Year 1977-78, as recommended by the staff. MEMORANDUM February 7, 1977 TO: CITY MANAGER FROM: RON BECKMAN SUBJECT: PUBLIC FACILITIES, LAN& USE MANAGEMENT IMPLEMENTATION PROJECT. r The Public Works Department will request City Council authorization to apply for a Public Facilities, Land Use Management Grant for FY 77-78. The City Council has recognized the need for a compre- hensive program to evaluate and plan for future development and its environmental and fiscal impacts. This grant will help the City develop and implement such a program. The proposed project both reflects and meets the goals and objectives set by the office of Planning and Research. The primary purpose of this project is to develop and implement a Public Facilities and Land Use management plan which will determine the direction of future growth and how this growth will be served by major services. The goals and objectives of this project are: 1) Assisting the City Council through public hearings in development of standards and criteria which will be used to evaluate and initiate Public Facilities and Land Use Management policies. 2) Provide land use, population and public facility data to imple- ment development of a capital improvement program. 3) Develop techniques and implement a program to assist the City Council and the general public in evaluating individual projects. 4) Develop techniques for systematic update and correction of base data. This will include updating and implementation of dime file data, the maintenance of which is nationally and state supported. 5) Analyze the impact of Public Facilities on directing, guiding, or controlling future development. 6) Analyze the impact of future development on Public Facilities. 7) Implement the tools and techniques developed under the Phase I grant (FY 76-77) into the planning and decision process. 8) Implement a Public Facilities, Growth Management Program. 9) Assess uses for revision of the General Plan, and 10) Development of growth management strategies aimed at conservation of natural resources. -1- An important part of our application is the useability and acceptance of this project by the City Council. Staff feels that the proposed project meets the intent of City Council policies as related to Public Facilities and Land Use Management. RB/JS/ar -2-
