STAT�'• EIMENT OF THE MAITER WCity Council Ordinance #9456 required the Air Pollution Control Officer and City Council to approve the type and location of air quality monitoring M equipment to measure emissions from the•Encina Power Plant. The Air Pot=lution Control Officer has proposed monitoring sites and equipment which would measure the maximum impact of the plant's operation, both before and after the initiation of Unit #5. Letters from Air Pollution Control Officer, dated December 24, 1976, January 6, 1977. r 'Recommendati on,: That the City Council concur with the Air s°testjon Control and equipment istasrdescribed recommendation for air quality monitoring on Exhibit A and B. i Council Action: C P_15_77 Following a presentation by Mr. Mike Foley, APCD, it was moved that the Council I concurred with the Air Pollution Control District's recommendation for air , quality monitoring sites and equipment as described on Exhibits Aoa, B. { t i FORM PLANNING 73 I MEMORANDUM February 15, 1977 TO: CITY COUNCIL FROM: PLANNING DEPARTMENT SUBJECT: AIR QUALITY MONITORING EQUIPMENT PER THE REQUIREMENTS OF ORDINANCE NO. 9456 (ENCINA POWER PLANT STACK MODIFICATION) BACKGROUND: 'City Council Ordinance No. 9456 (see attached excerpt) requires that San Diego Gas and Electric install air quality monitoring, equipment as a condition of approval for the Encina Power Plant stack modification. The condition states that the type and loca- tion of the equipment is subject to the approval of the Air Pollution Control Officer and the City Council. The equipment';was to be operative six months after the effective date of the Ordinance (July 20, 1976). The six=month deadline has not been met because of the time involved in selecting equipment, surveying potential sites and gaining i property owner permission for use of those sites. Staff would like to point out that these delays in no way reflect a lack of diligence on the part of the applicant. MONITORING_SITES: i San Diego Gas and Electric has secured property for installation of monitoring stations at these three sites recommended by -the APCD (see Exhibit B): Site #1_: is at a reservoir site located on SDG&E property southeast of-TFe proposed HUB Park. The sit& is at an approximate elevation of 200 feet. You will note that in a letter to the City dated December 24, 1976, the APCD had recommended that Site #1 be located at Evans Point (see Exhibit 8); however, this site could not be secured, so the APCD has recommended the reservoir location instead. APCD officials believe that this location is suitable for measuring the localized impact of the power plant. Site #2: is located within the Oceanside City limits on San ram ncisco Peak, adjacent to a water tank: This site is approximately 4.8 miles northeast of the Encina Plant. According to the Air Pollution Control District, this general area is pro- jected to be the location of maximum impact of pollutants emitted from the modified facility under 'worst case' meteorological condi- tions. This site is at an elevation of approximately 540 feet. Site #3: is located at another water tank site near the intersection ofEncinitas Road (extension of Palomar Airport Road) and Rancho Santa Fe Road, in the unincorporated area midway -between Carlsbad's and San Marcos' City boundaries. This site is about 7.1 miles east < of the power plant, at an elevation of 700 feet. The APCD's pro- jections indicate that, because of prevailing wind conditions and distance downwind from the plant, this area will experience the most predominant impact from the expanded power plant. It should be noted that the APCD has recommended monitoring sites a which would record maximum impacts resulting from the Power Plan is operation. Since the monitoring sites were required to specifically measure emissions from the Encina Power Pl-ant, loca- tion of the monitoring stations in lesser impact areas would be counterproductive. The installation of the equipment prior to utilization of Unit 5 and of the single stack will enable the APCD to verify the air quality projections which have been made. 4 MONITORING -EQUIPMENT: ' The APCD has provided a list of equipment proposed for installation at each of the monitoring sites. (See Exhibit A.) This equipment wil-1 be capable of monitoring all significant pollutants emitted by the Power Plant. As noted in the APCD's letter, all equipment . is "state of the art" and satisfies state and federal monitoring requirements. t EQUIPMENT. -COSTS: The equipment costs have been secured from San Diego Gas and Electric, and are within the limits set by Ordinance No. 9456. IMPLEMENTATION: i The APCD has indicated that monitoring at sites #2 and #3 can be operative by mid -February, and Site #1 can be operative shortly thereafter. RECOMMENDATION: That the City Council concur with the APCD's recommendations for s air quality monitoring sites and equipment, as required by Condition 14(D) of Ordinance No. 9456. } ATTACHMENTS: Excerpt fr. In addition to the above conditions, the revised por- tions of the specific Man which permit the construction of the 400-foot stack and the removal of the four existing stacks shall be accomplished in accord with the revised specific plan SP-144B and shall be subject to the following conditions: (A) All applicable requirements of any law, °ordinance or regulation of the State of California, City of Carlsbad, and any other governmental entity shall be complied with. (B) All ground lightinq shall be arranged to rt:Llcct away from adjoining properties and streets. (C) Any mechanical and/or electrical equipment to be located -on the roof of the structure shall be screened in a manner acceptable to the Planning Director. Detailed plans for said screening shall be submitted, in tri.plicat,;, to the Planning Director for approval. The requested funds for air quality analysis shall not exceed $50,000 per year. (E) Any future measure required by the San Diego County Air Pollution Control District to lessen .or otherwise control emissions from the Encina Power Plant are hereby incorporated as a part: of this Specific Plan, Amendment and SDG&E shall coinpiv fully therewith. The costs of such ' measures shall be borne by SDG&E. (I ), SDG&E 'will obtain a report of compliance from the City staff regarding the conditions of this ordinance and Prow the San Diego County Air Pollution Control Officer regarding compliance with the applicable conditions of the ordinance. and with air quality. standards, and forward it to the City Council five years from the date of this ordinance or as otherwise required by motion of the City Council, or the Planning Commission. The San Diego Air Pollution Control District has•surveyed the area and selected sites appropriate for assessment of the air quality impact of the existing and proposed facilities (see map attached). These sites were selected based on area of projected maximum impact, exposure, and availability of the site and services. Site #1 is located at Evans Point on the property of ter. Allan 0. Kelly. T�tis site was selected primarily to determine the localized impact of the existing facility. The site is at an approximate elevation of 300 feet at a distance of 2.2 miles downwind with excellent exposure. Site 112. is located at San Francisco Peak approximately 4.8 miles northeast of the facility on local water district property. This general area is projected to be the location of maximum impact of the pollutants emitted from the modified facility under "worst case" meteorological conditions. Site #3 is located approximately 7.1 miles east of the power plant in the vicinity of Encinitas Road and Rancho Santa Fe Boulevard on the western edge of San Marcos and at an elevation of 700 feet.
