Stat:emer!t of the -- Hatter --_-_____ In anticipation of a future requirement, La Costa Land Company has submitted a repc entitled "An Intensive Archaeological Reconnaissance of La Costa". The report deta the prehistory of the La Costa Area, describes the archaeological resources, and oli lines measures to either mitigate or preserve those resources. Staff has reviewed the report and provided an independent summary and analysis at t front of the document. In addition, the report was sent to five archaeological rev agencies. 1977. The City recognizes that findings in this report are preliminary and may be modified as further information is revealed as part of the environmental review for individual projects. any EIR prepared for the La Costa area. described in this report or otherwise found, the City, in con- discretionary permits within the area covered by this report, shall require the applicant to submit a research design prepav by a competent archaeologist outlining the scientific methods to be employed in investigating any identified archaeological resource. If an identified archaeological resource is to be preserved or requires no mitigation, the applicant shall subm- a letter from a competent archaeologist stating the reasons wt such a course of action is appropriate. The Planning Director shall review the proposed methods of mitigation and consult w- archaeological review agencies to ensure that the mitigation proposed is appropriate and scientifically defensible.
