ADVISORY GROUP TO DIVISION OF MASS TRANSPORTATION

Senate Bill 1879 (Mills), Statutes of 1976, was approved and
incorporated into State Code as Chapter 1349. The bill authorized
the State Department of Transportation to implement 3-year demon-
stration projects -to encourage ground public transit services along
the Sacramento -Stockton -San Francisco and the Los Angeles -San Diego
corridors. In implementing these projects, the department is required
to seek assistance of advisory groups consisting of representatives
appointed by the Secretary from various specified entities. Carlsbad
has been asked to designate a representative from the Council.
The projects undertaken by CalTrans shall be comprised of three elements:
1. Administration and evaluation - This utilizes the efforts of
the advisory groups being appointed.
2. Low -capital intensive improvement programs such as improvement
of existing railroad track and passenger facilities.
3. Operating assistance such as additional passenger rail service
or the provision of feeder bus service from population centers
to rail terminals.
The first meeting of the advisory group is scheduled for "larch.

You are invited to designate a representative to an advisory group
to assist the Division of Mass Transportation in the administration,
implementation, marketing and evaluation of transportation demonstra-
tion projects in the Los Angeles -San Diego corridor. The appointment
of advisory groups for this purpose is required by Section 2172 of
Senate Bill 1879, Statutes of 1976.
The major responsibility of the advisory group will be to react to
the proposals for projects that are described in the Intercity Cor-
ridor Demonstration Program sections of the Bill (Sections 9-12).
A copy of SB 1879 is attached for your reference. Because you are
familiar with the transportation needs in this corridor, your help
will be valuable to this endeavor.
Meetings will be held at central locations and will be called as
necessary throughout the term of the project. Travel expenses
will be reimbursed.
I encourage your acceptance of this invitation by February 11, 1977,
so that the first meeting may be called in March, 1977. At that
meeting, the Bill will be explained. If you have questions, please

At the February 15, 1977 meeting of the Carlsbad City
Council, Councilman Anthony J. Skotnicki was appointed
as the representative to the Division of Mass Trans-
portation Advisory Group.
This appointment is in response to your letter of
January 26, 1977 indicating the appointment of
advisory groups for this purpose is required by Section
2172 of Senate Bill 1879, Statutes of 1976.
