Statement - of the Matter.:
The Nejedly-Hart State, Urban and Coastal Par.k Bond Act of 1976
(SB 1321 or Proposition 2 in the last election) requires each county to consult with its cities and districts which are eligible to re- ceive the Act's grant funds and to develop and submit to the State for approval, a plan for expenditure of the county's allocation.
The County of San Diego has consulted with the said cities and is preparing a plan for expenditure of its allocated $6,338,000, with the City of Carlsbad to receive $136,589 or 2.16 per cent of the
total county's allocation. An ad hoc committee of members appointed by the said cities and districts unanimously recommended the said plan which is attached. The county's approved plan must have the concur,rence of at least 50 per cent of its cities and districts which constitute 50 per cent of the county's population.

RECOMMENDATION :
Staff recommends adoption of the Resolution and forwarding it to the
County Board of Supervisors so that the City may receive its share
of funds-for a project which will be determined at a later date. .

COUNCIL ACTION :
. 3-1-77 Resolution No. 5007, approving the recommended fund allocation
of Nejedly-Hart.State, Urban and Coastal Park Bond Act of 1976,
was approved.

SUBJECT: STATE, URBAN AND COASTAL PARK BOND ACT OF 1976
On Wednesday, February 16, 1977, I attended a meeting in San Diego on Nejedly-Hart State, Urban and Coastal Park Bond Act of 1976 (SB 1321 or Proposition 2 in the last
election). The steering committee, selected at the January 28, 1977 meeting, submitted a proposal of the distribution of San Diego's allocation of $6,338,000
which was unanimously approved by the ad hoc group.
Carlsbad was selected to receive $136,589 or 2.16 per cent of total allocation. The amount was determined
by giving each city and the county a $75,000 base and
each eligible district $50,000. The cities and county divided the remaining monies according to percentage
of population as established by the January 1, 1976 Department of Finance report. Attached are listings of proposed allocations and status of districts.
In order to obtain the money allocation during the forth- coming budget year, the County Board of Supervisors should receive our City Council's Resolution approving the pro- posed allocation of funds by March 1, 1977. It is rec- ommended that the attached Resolution be presented to the
City Council at their next meeting.

It has been determined with the assistance of Mike Gotch, Executive Officer for
LAFCO, that the following special districts are empowered by both the State and
by LAFCO to provide park and recreation services. They therefore constitute the
"eligible districts" under the 1976 State Bond Act program.

There are a total of 14 eligible districts, of which 8 have indicated an interest
in this program 2s of this time.
In order to have the priority plan for expenditure approved by "50% of the cities
and districts", it will therefore be necessary to reach an agreement between all
of tho, cities and at least one district, or some combination of cities and districts
totalling 14 (i.e. 14/27).

THE RECOMl\4ENDED FUTJD ALLOCATIOM OF
NEJEDLY-HART STATE, UPBAN AND COASTAL
PARK BOND ACT OF 1.976. ---
WHEI<EAS, the Nejed-ly-Hart State I Urban and Coastal Park
Bond Act of 19'76 requires each county to consult with cities
and districts within the county which are eligible to
receive grant funds under the provisions of the Act and to
develop and submit to the State for approval, a plan for
expenditure of the county's allocation; and
. WHEREAS, the County of San Diego has consulted with
said citi.es and has prepared a plan for expenditure of the
county's al.location I including expenditures by eligible cities
and districts, said plan being attached hereto marked Exhibit "A";
and
WHEREAS, said plan has been unanimously reconTenciled by
the members of an ad hoc coiix~j-ttee appointed by the said
cities and c1i.s-kricts;
NOT?, THEREFORE, RE IT RESOLVED by the City Counci.1 .of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
