Subject: Modular Office Unit .Statement of the Matter • The 1976-77 City of Carlsbad Budget includes $10,000 for a modular • office for the Encina Water Pollution Control Facility. In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was published and Request for Bids was made February 19, 1977. One bid was received, witnessed and recorded on March 2, 1977. Mobile Facilities, Inc., 13926 Carmenita Road; Santa Fe Springs, Ca. 90670 submitted a bid in the amount of $28,299. This figure exceeded the budgeted $10,000 by $18,299. In addition to the one bid that was received, two other bids came in too late to be accepted. It is anticipated that the modular office unit can be purchased for the estimated budgeted amount. Section 3.28.120 (6) of the Municipal Code provides for the rejection of bids by the Council when they substantially exceed the estimated costs. With Council direction, the purchasing agent can re-advertise for bids for the modular office unit. The specifica- tions for the modular unit have been modified slightly, but are substantially the same. Exhibit 1. Tabulation of Bids - Exhibit "A" 2. Specifications for Modular Unit - Exhibit "B" 3. One modular office unit with fully insulated double wall construction with interior partitions as shown on drawing ^ (Exhibit "A"). Total width of unit shall be approximately 12' wide and 42' in length excluding landings. 2. Exterior walls shall be 2X4 studs 16" O.C. with R-ll insulation. Exterior sheathing shall be 7/16" Forrest Fiber. ,«3. Exterior doors to be located as shown on drawing (Exhibit "A"). Entry will be a single door, rather than double as shown on Exhibit "A". Doors will open outward and each door will have locking capabilities as an integral part of the door latch with outside entry by key (all doors to be keyed alike with 2 keys per door). Entry door to be tempered glass with aluminum frame. Rear door to be 1 3/8" solid core wood (paint grade). 4. Exterior trim shall include a mansard roof frame for front and sides of unit, window trim, corner trim, horizontal wood bottom and shingle siding on front of unit'. Skirting with vents will be provided. Colors to be consistent with materials used. 5. Aluminum sliding windows shall be provided in sizes and locations as shown on drawing (Exhibit "A"). Glass shall be standard strength and aluminum screens will be included. 6. Floor shall consist of steel hoists 24" O.C. with 3.4" plywood (CDX) subfloor and 3-8" particle board underlayment. 7. Roof shall consist of 2X6 rafters, 24" O.C. with 3/8" plywood (CDX) sheathing with clips. Roof finish shall be gravel and insulation shall be R-ll. 8. Interior finish to have vinyl asbestos tile on the floors, an acoustical ceiling with a washable surface and prefinished wood paneling on the walls. Interior walls shall be trimmed with base and corner moulding. 9. Interior partitions shall be 2X4 studs 16" O.C. Interior doors shall be 1 3/8" hollow core wood (paint grade). 10. Bathroom walls shall be h" drywall, taped and painted with wainscotting. 11. Plumbing shall consist of 1 UR or equal water closet and one wall hung lavatory. Water and sewer connections shall be stubbed out 2" outside unit. 12. One (1) Bard, or equal, refrigerated air conditioning, venti- lating and heat unit (minimum 2 ton capacity) shall be installed as shown on drawing (Exhibit "A"). The unit shall be controlled with a thermostat. Air shall be ducted through an overhead system designed so as to provide 4 diffusers and 2 air returns to provide a uniform flow of heat and cool to the entire unit. 13. Six 2-tube rapid start 4' flourescent light fixtures with wrap- around diffusers shall be installed as shown on drawing (Exhibit "A"). One incandescent light fixture shall be installed in the bathroom as shown on drawing (Exhibit "A"). 14. 110 volt, 70 amp electrical wiring with 12 gauge wiring to the *• duplexes of ten electric outlets with a 20 amp duplex in each one (ground plug type) with an adequate breaker assembly to protect the unit. Spacing of duplexes and switches shall be as shown on the drawing (Exhibit "A"). 15. Unit must meet Federal, State, City of Carlsbad and all other applicable codes and safety standards. 16. Floor plan showing sizes, locations, and types of doors, lights, windows, electric outlets, breaker assembly and air ducting unit(s) to be submitted with bid. Elevation view showing exterior features and trim shall also be submitted with bid. 17. Bid price to include all related costs involved in the delivery, set up and taxes on a "ready for occupancy" status at the Encina Water Pollution Control Facility located at 6200 Avenida Encinas, Carlsbad, California. "A City of Carlsbad business license is required as well as building permit. Set up shall include complete assembly, leveling, installation of piers and pads at a location at 6200 Avenida Encinas as specified at time of delivery. 18. Attached is a drawing marked Exhibit "A" and is herewith incorporated as part of these specifications. 19. Carlsbad zoning requirement prohibit office trailers and therefore bids on trailers will not be accepted. The desired structure should be a UBC Modular Type V non-rated building. 20. Access will be by handicap ramp with handrails, as specified by the UBC, for the front entry. Side door will be provided with steps and handrails to UBC Code. EXHIBIT B 1 RESOLUTION NO. 5013 - 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REJECTING 3 A BID RECEIVED AND AUTHORIZING AND DIRECTING THE PURCHASING AGENT TO 4 RE-ADVERTISE BIDS FOR A MODULAR OFFICE UNIT. 5 6 WHEREAS-, the City Council of the City of Carlsbad has 7 determined that it is necessary and in the public interest not to 8 accept the bid heretofore received March 2, 1977, pursuant to 9 publication inviting bids for a modular office unit; 10 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of 11 Carlsbad, California, as follows: 12 1. That the above recitation is true and correct. 13 2. That the bid heretofore received March 2, 1977, is 14 hereby rejected. 15 3. That the specifications in said resolution as amended by 16 a document dated March 7, 1977 on file in the Purchasing 17 Agent's Office are approved. 18 4.
