STATEmR OF THE MATTER
REQUEST:
On December 16, 1975, the Council voted to participate in the County's
second -year Community Development Block Grant Application. Second
year funds were channeled into three phases which included: (I) reno-
vation of the Harding Street Community Center, (II) lights and land-
scaping for Chase Field, and (III) inner-city sidewalk improvements.
The scope of work is now complete for the third phase sidewalk project.
Twenty percent of the second year grant ($13,760) has been allocated
for sidewalk improvements. Staff would like Council to review the lo-
cations before the scope of work is forwardt.d to the County.

Recommendations:
Tnat'Council approve the location, and design of the sidewalks.
That Council direct staff to send a Scope of Work to the County for
the construction of sidewalks so that the City of Carlsbad and the
County may enter into an Implementation Contract for the release of
funds.
Council Action:
4-5-77 Following discussion, it was agreed this matter be continued to the next
regular meeting and the staff was directed to prepare some alternatives
for Council consideration.

SUBJECT: SCOPE OF WORK HCD SIDEWALKS
The Scope of Work for the second -year HCD sidewalk project has
been completed and the locations must be approved by Council before
the work program can be submitted to the County.
The proposed locations for the sidewalks are attached along with a
map showing the approximate placement of the sidewalks. The Engineering
Department will submit an agenda bill for authorization of bids with
the exact specifications as soon as the bid estimate has been completed.
A number of factors were used in determining the possible locations
for the sidewalks. Pedestrian volume, obstructions, continuity of
routes, and link to activity centers were all criteria used in
determining the final locations. In several instances the best areas
for sidewalks could not be used due to a lack of city -owner'. right-
of-way.
Another major determinant, established by the Engineering Department,
was the necessity for existing curb and gutter. Where sidewalks
are to be concrete it is necessary that curb and gutter are existing
because of the expense involved in the installation of tnese two
items.
There is not enough existing curb and gutter along major pedestrian
routes to use all the allocated funds in concrete. Rather than
place concrete in low volume areas, staff felt that the remainder
of the funds should be u3ed to construct temporary asphalt sidewalks
in high volume areas. These temporary sidewalks will be replaced
with concrete by the property owners when the areas abutting the
sidewalk are developed.
