RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT TO SPECIFIC PLAN * (SP-144) TO ALLOW THE CONSTRUCTION OF WATER TREATMENT FACILITIES AND A MAINTENANCE BUILDING AT THE ENCINA PONER PLANT.

WHEREAS, a verified application for an amendment to SP-ld
to permit the construction of water treatment facilities and l
maintenance bui ldi ng for the foll owing described property:
Those portions of Lots 'IF" and I'H" of Rancho Agua Hedionc Map 823, and Block "W" of Palisades Number Two, Map 1803,
in the City of Carlsbad, County of.San Diego, State of California, shown and delineated cii S.B.E. Map 141-37-73- Parcels 1 through 10.
WHEREAS, in accord with Title 21 of the Carlsbad Municipi
Code, the matter was referred to the Planning Commission for
public hearing.
WHEREAS, a duly noticed public hearing was held at the t
and in the place specified in said notice on March 9, 1977,
at which time all interested persons were heard, and
WHEREAS, the applicant has complied with the Public Faci
Element of the General Plan and has provided the necessary in-
formation which insures Public Facilities will be available
concurrent with need; and I
WHEREAS, the subject application has complied with the
requirements of the City of Carlsbad "Environmental Protectioi
Ordinance of 1972" in that an Environmental Impact Report on
the project was certified in 1973 and has be-en fully suppleme
with additional current information which constitutes prior
compliance. In addition, an EIR for the entire related Encin

WHEREAS, at said public heari'ng, upon hearing and conside
the testimony and arguments, if any, of all persons who desire
to be heard, said Commission considered all factors relating
to the Specific Plan 'Amendment and found the following facts a
reasons to exist:
1) The proposed Specific Plan Amendment is consistent with th General Plan because:
a) The Land Use Map of the General Plan shows the subjecl property as "U" (Pub1 ic Utility). The proposed projec is consistent with that designation.
2) The proposed Specific Plan Amendment is consistent with tt City of Carlsbad Environmental Protection Ordinance of 197

a) A negative dec7aration has been issued for the projecl based on the following findings:

c) Maintain a removal program of dense aquatic vegetation, such as cattai-ls, bulrush, tule,
d) Maintain a mosquito fish (Gambusia affinis) population, as necessary.

3) Prior to the issuance of building permits for the maintenance building, the applicant shall submit a
plot plan to the Planning Director for review and
approval showing which existing shops and storage
activities are to be removed and consolidated into the new structure.
4) Prior to the issuance of building permits, the applicant shall submit a revision to Exhibit A of SP-l44(B), incorporating these new facilities on said exhibit. .The revised exhibit shall be a reproducible mylar.

ditional information concerning the Encina Power Plant Water Treatment Facilities.
Question 1: Wnat is the volume'of water being
discharged? \
Answer: The amount of water discharged into the -. _-- ponds will vary from day to day due to the fact that extended
power plant operatior,s require varying axounts of fresh water.
Our NPDES permit #CA 0001350 application to the California Regional Water Quality Control Board for Encina Stipulates
the following:
1. Extended (zeta1 cleaning) discharge waters
will not exceed 21,000 gpd.
2, Low vol-une discharge water will not exceed
135,000 gpd.
It should be noted that boiler blowdown, which is
not to exceed 90,000 gpd, has Eot been included in the above
quantities. We will attempt to recover and reuse as much
of this water as possible.
