Subject: Purchase of .Modular Office Unit
Statement of the Matter
On March 15, 1977, Council rejected a bid for the purchase of a
modular office unit for the Encina Water Pollution Control Facility
and. directed the Purchasing Agent to re-advertise for bids for the
modular office unit. The specifications were written to include an
alternate proposal excluding air conditioning.
In accordance with Section 3.28.120 of the Municipal Code, Notice to
Bidders Was published and Request for Bids was made on March 16, 1977.
Two bids were received, witnessed and recorded on March 25, 1977. The
lowest bid for the modular unit was submitted by Aquarius Structures;
1364 Pioneer Way; El Cajon, Calironia in the amount of $10,294. The
air conditioning, heating and ventilating costs are an additional $900,
If the unit is purchased without the air conditioning but with the
electric baseboard heaters, the cost would be an additional $300.
Adequate funds are available in the Encina Water Pollution Control
Facility's 1976-77 Budget for the purchase of the office unit.
Staff recommends the contract for the modular office unit with the
air conditioning, heating and ventilating be awarded to Aquarius
Structures.

MEMORANDUM
March 28, 1977
To: City Manager
From: Encina General Manager
Subject: Air Conditioning Unit for Modular Office Unit
At the City Council's direction, bids for a heating/air conditioning
system as well as bids for baseboard wall heaters were solicited for
the modular office building. The price difference was $600.
In view of the projected resale of the building after completion of
the permanent office facility, inclusion of the standard Bard HVAC
system in the structure would probably increase the resale value.
Additionally, the summertime conditions at the treatment plant may
not always be conducive to office staff working with the windows
open in the absence of air conditioning.
From the standpoint of both resale value and office staff comfort,
I recommend that the modular office unit be purchased with the
standard heating/air conditioning unit rather than the baseboard
heaters.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ACCEPTING A BID AND
AUTHORIZING THE EXECUTION OF A CONTRACT FOR
THE PURCHASE OF A MODULAR OFFICE UNIT.
BE IT RESOLVED by the City Council of the City of Carlsbad,
as follows:
1. That the bid of Aquarius Structures; 1364 Pioneer Way;
El Cajon, California, is hereby accepted and the City Manager
is hereby authorized to execute a contract in the amount of
$11,194.00.
PASSED, APPROVED AND ADOPTED by the City Council of the City
of Carlsbad at a regular meeting held on the 5th <jay Of
April 1977, by the following vote, to wit:
AYES: Councilmen Frazee, Lewis, Skotnicki, Packard and Council woman
Casler.
NOES: N°ne-
ABSENT: None.
