Request for Four-Way Stop at Harding Street and Oak Avenue
Statement of the E:atter
On February 17, 1977, the Carlsbad Senior Citizens Association sent a letter to the Traffic Safety Commission; requesting the installation of
a four-way stop at the intersection of Harding Street and Oak Avenue. Their request was based on the increased pedestrian traffic that will be generated ai the Harding Street Community Center when the Senior
Center moves into the former Rectory.
At the February 16, 1977, meeting of the Committee on Senior Citizens
Affairs, the Committee asked Chairman Castorena to write a letter to
the Mayor and Council concurring with the request from the Carlsbad
Senior Citizens Association for a four-way stop at the intersection
of Harding Street and Oak Avenue.
The Traffic Safety Commission considered the request from the Carlsbad - Senior Citizens Association for the four-way stop at Harding and Oak at their meeting on March 2, 1977.- The Commission recommended against the installation of the four-way stop. Their recommendation was primayily based on the imbalance of traffic volumes and the very safe accident history at the intersection. The Commission also felt that Harding
Street is wide enough to provide good sight distance for both motorists
and pedestrians. However, they did indicate the intersection would be kept under observation.

Recommendation
It is recommended the motor'ists and pedestrian traffic at the intersection of Harding Street and Oak Avenue be reviewed after the Community Center has been utilized by the senior citizens.

4-5-77 The recommendation of the staff was accepted and it was agreed that
motorists and pedestrian traffic at the intersection of Harding Street
and Oak Avenue be reviewed after the Communi.ty Center has been
utilize'd by senior citizens.

Lady and Gentlemen:
We are submitting herewith a copy of a letter from the Carlsbad Senior Citizens Association, to the Traffic Safety Commission, requesting a four way traffic stop signal at the intersection of Harding and Oak Streets. The letter explains fully the necessity for such a request.
The Committee in Senior Citizens Affairs, concurs with the Association, and respectfully suggest that if possible the request be granted.

Gentlemen:
The Carlsbad Senior Citizens Association will be moving their headquarters into the former St. Patrick's Church rectory, hopefully somtime this spring.
We would like to request that the City of Carlsbad install 4-way stop traffic signsat the corner of Oak Avenue and Harding Street. There already are stop signs on Oak Avenue and we ask that similiar signs be put on Harding Street.
Most of the parking for the new community center buildings will be across the street, necessitating much
walking back and forth, there will be increased foot traffic as many additional persons will participate in the increased senior citizen programs, and when the Fellowship Nutritional Program is moved to the Pine School, many elderly persons will be walking from the Community Center to the Pine School.
We are sure that when your commission has given this matter your serious consideration you will agree that these additional stop signs are of vital importance.
