Resolution No. cSAoll Recommendation If Council concurs, adopt Resolution No. Soak_ 5 i ( Council Action 4-5-77 Resolution No. 5021, authorizing the transfer of funds for { Vapor Control Barrier, Was adopted. t i k m I March, 11, 1977 MEMORANDUM TO: City Manager VIA: Finance Director FROM: Director of Utilities & Maintenance SUBJECT: Installation of Phase I Vapor Recovery Systems I have received permits from APCD to install Phase I Vapor Recovery systems for the tanks At the Yard and City Hall.. APCD will also issue a permit for the Fire Station this week (per Richard Smith, APCD telephone call of March.11). Phase I systems will recover vapors produced during bulk fuel deliveries to tanks in excess of 500 gallons capacity (La Costa Fire Station is a 500 gallon tank and doesn't require a full Phase I installation, but does require a bottom fill pipe). The tanks at the Yard and Police Department will eventually require a Phase II installation -which is to provide full vapor recovery during refueling, however, these systems are still undergoing tests and will not be required until sometime later (probably by January 1, 1978). I -have solicited proposals for work to be done to bring us into compliance from four recommended contractors and have received two responses. The others declined to respond since they prefer to work in the South County. Based upon the two proposals submitted, it is recommended that we accept the one submitted by Keaveny�Construction Company. They have been recommended to me by others who have used them for similar work and I have seen their installation at the -USA station at Vista Way and College. Their proposal submitted on -Novem- ber 26, 1976 was confirmed by telephone as still being valid on March 1.1. Attached is.a requisition for your approval. (� J ROGE W.
