TEMPORARY STREET CLOSURES FOR BICYCLE RACES

The Carlsbad Bicycle Club, in conjunction with the United States Cycling Federation and the Southern California Cycling Association, has requested that certain streets in the La Costa area (near Alga Road and El Fuerte Street, one mile east of El Camino Real)
be temporarily closed for a local special event involving several bicycle races. This event is schedule for Saturday, May 21, 1977 from approximately 7:OO A.M.. to 2:OO P.M.

RESOLUTION NO. 5022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, TEMPORARILY CLOSING SEVERAL STREETS IN THE ALGA ROAD-EL FUERTE STREET AREA
SUBJECT TO CERTAIN CONDITIONS.
WHEREAS, the Carlsbad Bicycle Club, in conjunction with
the United States Cycling Federation and the Southern California
Cycling Association, has requested that the City Council temporaril
close certain City streets for local special bicycle races; and
WHEREAS, the City Council -has determined that such closing
is necessary for the safety and protection of persons who are to
use those portions of the streets during the temporary closings;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
(ICity of Carlsbad as follows :
1. That the above.facts are.true and correct.
2. That, pursuant to Section 21101 (e) of the California
Vehicle Code, the west half of El Fuerte Stseet from Luciernaya to
Corintia; Corintia Street from El Fuerte to Alisma; Argonauta
Street and Way from Corintia to Luciernaga; Luciernaga Street from
Argonauta to Alisma; Alisma Street from Luciernaga to TJrubu; Urubu
Street from Alisma to Luciernaga; and Lucfernaga Street from Urubu
to El Fuerte shall be temporarily closed for a local special event
on Saturday, May 21; 1977.
3. . That the temporary closing, approved by this resolution
is subject to the following-conditions to meet the satisfaction of
the City Manager prior to May 21', 1977:
A. Arrange for the City to provide any necessary signs,
barricades, and traffic cones in which the appllicant must properly
post and then must remove said signs, barricades, and traffic cones
at the conclusion of the special event. ..
B. Cash o'r a bond shall be deposit&d, guaranteeing a
cleanup of the closed s'treets and surrounding area, and for any
signs, barricades, and traffic cones that are used during the event

C. Furnish written notification to all residents adjoining,
)r in the immediate vicinity of, the closed streets.
D. Provide a list of all participants, accompanied by an
igreement from each participant and his parents releasing the City
irom any liability in connection with the event.
E. A Certificate of Insurance against all liability naming
:he City as an "also insured" in the amount of at least $500,000.00
;hall be furnished.
F. Arrangements shall be made for an Emergency Medical
'echnician to be in attendance at all times during the event.
G. Adequate portable restroom facilities shall be provided.
H. Applicant shall make provisions for adequate super-
rision of the event, including steps to en,sure that proper safety
Tear is worn at all times by participants.
I. Ensure proper .crowd control.
J. Accident and health insurance €or all participants
;hall be provided.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
:arlsbad City Council held on the 5th day of April - , 1977
