WATER CONSERVATION .PROGRAM
Statement of the Matter
•
The Director of Utilities & Maintenance provided a Water Conservation Study and
gave a briefing on the impacts of the current drought in California to Council
at the work session of March 8, 1977. Council directed staff to prepare appropriate
resolutions relating to water conservation for adoption. Attached as Exhibit "A"
is a memo from the Director of Utilities & Maintenance outlining a proposed Water
Conservation Program. Exhibit "B" is a proposed Resolution of Intent urging all
citizens of Carlsbad to support Water Conservation efforts. Exhibit "C" is a
proposed Resolution for adoption outlining the City's sponsored Water Conservation
Program and authorizing.funds to support the. Program.

Council Action:
4-5-77 Resolution No. 5033, urging all of the Citizens of the community to undertake
energy means of conserving water and to reduce the waste of this precious
. commodity, was adopted. '
Resolution No. 5034, requesting an additional appropriation of $3,000 from
the Water Fund Balance (FUND 50-000-0900) for the purposes of water con-
servation, was adopted.

MEMORANDUM

SUBJECT: Water Conservation Program
Council reviewed a Water Conservation Study and approved in concept the
recommendations of this study. I have developed a Water Conservation
Program which I believe is consistent with Councils desires and which
can be administered at relatively low cost - yet will have a maximum
impact on our customers. I believe any program, short of rationing,
should be voluntary and should make available to customers low cost
water saving devices (less than $1 each) at no cost and information on
how they can best help themselves. The emphasis of this program should
be on information. This will include reprints from Sunset Magazine con-
cerning low water required landscaping, helpful hints on water conservation
and repair of toilets. The later subject can be both informative as well
as entertaining and is appropriate for civic organization meetings.
Accordingly, I have included a film "My Toilet Keeps Running" which can
be shown by salaried staff as well as being an introduction to a short
talk on water conservation.
I have attached a suggested list of materials consistent with the program
outlined above. It should be understood that these costs are "not to
exceed" costs and will be expended incrimentally based on public reception
of the program.

RESOLUTION NO. 5033
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD URGING ALL OF THE
CITIZENS OF THE COMMUNITY TO UNDERTAKE
ENERGY MEANS OF CONSERVING WATER AND TO
REDUCE THE WASTE OF THIS PRECIOUS COMMODITY.
The City Council of the City of Carlsbad does hereby resolve as
f ol1ows:
WHEREAS, the State of California in the Year of 1976, has
suffered the most severe drought in more than thirty years, which
is requiring all of our water agencies to draw heavily upon long
term storage to meet current water needs and commitments and,
WHEREAS, in the absence of major precipitation in the next
few months, the year of 1977, will result in a continuation of this
13 extremely serious drought which will cause water shortages in many

14 communities and farming areas of our State resulting in increased costs
15 of produce and food supplies and affect manufacturing costs and,
16 WHEREAS, our Governor has requested cooperation and active
17 participation of all public officials and the people of the State of
18 California in conserving our water supplies during this drought.
19 NOW, THEREFORE, BE IT RESOLVED that the City Council of the "

20 City of Carlsbad-on behalf of themselves and in the interests of all'
21 citizens of our-State hereby urges each individual both at home and on
22 the job to undertake with complete dedication, programs to conserve
23 water and to present for the consideration of the total community any
2/* unique and novel means for conserving water.
25 BE IT FURTHER RESOLVED that all citizens are urged to carefully
2^ monitor water uses so as to prevent waste and thus share the burden
27 brought on by the drought wfth friends and neighbors in those hard hit
28 communities in Central and Northern California where no alternative is

available except the sharp curtailment of the use of water resources.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad, California, held the 5th day

RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD REQUESTING AN ADDITIONAL
APPROPRIATION OF $3,000 FROM THE WATER
FUND BALANCE (FUND 50-000-0900) FOR THE
PURPOSES OF WATER CONSERVATION
The City Council of the City of Carlsbad does hereby resolve as follows:
WHEREAS, the City of Carlsbad wishes to encourage the conservation
of water within the City water service area by providing flow restricting
devices and educational materials to those citizens who wish to participate
in a general Water Conservation Program.
NOW, THEREFORE, BE IT RESOLVED that funds in the amount of $3,000
be'appropriated from the Water Fund Balance (FUND .50-000-0900) to the
Water Operating Fund, Professional Services (FUND 50-244-2450) for the
purposes of providing water saving devices and educational material.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, held the 5th day of
April , 1977, by the following vote, to wit:
