Statement of the Matter
Plans and Specifications for the construction of Phase I B
improvements to the Buena Vista Pump Station have been completed
by Brown and Caldwell. Consulting Engineers in accordance with
Agreement No. VSD-108, the second supplemental agreement between
the Vista Sanitation District (VSD) and the City of Carlsbad,
dated September 3, 1975 and approved on September 2, 1975 by
City Council Resolution No. 3740.
A detailed description and cost estimate for the subject improvements
are contained in the Staff Report attached as Exhibit "A" . The Plans
and Specifications have been reviewed and approved by Public Works
Staff.
The total project estimate is $895,000. Carlsbad's share (15.5%) is
$138,72"5. To this must be added the remaining portion of the buy in
payment ($20,700) by which our percentage was increased to the present
Is. 5%. Total estimated cost to Carlsbad then, is $159,425. Funds are-
available in the City's Joint Sewer Construction Funds for this project,

SUBJECT: BUENA VISTA PUMP STATION - Phase IB Improvements
The City Council, on March 4, 1975 (AB 3310) accepted the project
report and the Environmental Impact Report for the improvement
of the Vista-Carlsbad trunk line and pump stations. The project
included paralleling force mains, adding upgraded emergency power,
replacing and upgrading pumping capacity, and structural modi-
fications to the pump stations. Several units of the project
have followed with council approving and authorizing each one.
The latest council action was to approve, by minute motion on
September 21, 1976, the modification of Phase IB of the project
to call for replacement of existing pumps at the Buena Vista pump
station on an accelerated schedule and authorize submittal of the
project for EDA grant funds. We were not successful in obtaining
grant funding for the project.
With the changes which have been approved in their funding systems,
the Vista Sanitation District (owners of 84.5% of pump station)
now wishes to proceed with this phase. The drawings and specifi-
cations have been reviewed by staff.
NEED FOR PROJECT
The Vista Sanitation District and City Staff feel the project is
required at this time because, during peak flow conditions, all
three existing pumps are required to operate. If one of these
pumps were inoperative, there is danger of wastewater overflow
into the Buena Vista Lagoon because of inadequate pumping capacity.
Normal pump station operation provides for standby or reserve
pumping capacity to be available in the event of sudden pump
failure or a necessary repair.
The proposed project will eliminate this undesirable condition and
provide for the long range needs of this major pumping facility.
Briefly, the project consists of the installation of three new
pumps, piping, valves, instrumentation, electrical controls,
improved ventilation facilities, and more effective isolation of
the wet well. Dependable pumping capacity will be increased from
about 7 MGD to 13 MGD upon completion of the projected construction.

A copy of Brown and Caldwell's letter of December 7, 1976 is
enclosed (Attachment III) which points out the full capacity of
the pumping station cannot be utilized until upstream and down-
stream trunk sewer projects are constructed. The peak flow
through these gravity lines is in excess of 9 MGD. By adjusting
an electronic controller, the maximum output of the new pumping
units must be set to approximately the 90 percent level until
the parallel sewers are available.
The estimated total cost of the construction, resident engineering,
printing of plans and specs, and all incidental expenses, including
a contingency, is $895,000. Costs are to be shared according to
ownership, with the City paying $159,425 and VSD paying $735,575.
Attachment I is a final cost estimate that shows the development
of project costs and the allocation between each agency. The
costs include a final buy-in payment of $20,700 to be made by the
City to VSD for an increase in capacity rights from 5.5% to 15.5%
in the Buena Vista Pump Station. The City has sufficient funds
available in the sewer construction account for their share of the
expenses.
While a slight potential for grant funds may still exist, staff
feels that further delay is not warranted. Our evaluation of the
situation is that the grant prospect is highly speculative, costly
to the owners to prepare new reports for SWRCB evaluation, and any
postponement of project construction will result in a prise increase
due to inflation. The consultant has informed us that recent
project bids have been substantially below estimate and the bidding
climate is presently favorable for the owner.
It is our recommendation that the City approve the project and
authorize VSD to award an acceptable construction bid as soon as
possible. Review of the proposed project schedule (Attachment II)
shows that the project has a 550 day construction time with com-
pletion estimated to be almost two years from now. The long
contract period is necessary because of the long delivery time
required for the pumps and highly specialized motor control instru-
mentation equipment. The standby turbine generators now installed
at the Buena Vista Pump Station are a key part of the overall
improvement work that this project will bring to completion.
The Environmental Impact Report (EIR) covering this project was
accepted and certified by the City on March 4, 1975. A permit
for the ongoing work and this final phase of the project was issued
by the San Diego Coast Regional Commission on May 2, 1975.

In our July 16, 1976 letter to you which discussed design alternatives to the
subject facility, we referred to,flow projections contained in the Sewerage
System Improvement Program for the City of Carlsbad, draft report dated
December,, 1975. This report is still in draft form, but has significant impact
on our project as will be explained herein.
Phase I improvements for the subject facility as stated in the October 1974
Project Report include a 24-inch force main installation and addition of two
pumps for a total capacity of 13 mgd. The force main has been installed and
the plans and specifications for the pumping station are essentially complete.
The pumping station improvements differ from those stated in the project report
as noted in our July 16, IS75 and September 3, 1976 letters. The capacity of
this facility is essentially the same as that in the report, but is greater than
that of the receiving 21-inch and 24-inch sewers. This fact was realized
in the Project Report, Figure 5-1, and later during the force main design.
The Carlsbad report proposes staged expansion to the sewerage system which
would increase the capacity of the Buena Vista sewers by 1981. This expansion
is necessary to accommodate the capacity of the Buena Vista Pumping Station
as presently designed in the Phase IB improvements.
This letter should serve as notice to Carlsbad and the Vista Sanitation District
of the need for coordinating construction of the proposed sewerage facilities.
Our dasign has adequately considered the operation of the new pumping units

during an interim period while the Carlsbad system is being enlarged.^ An electronic
adjustment to the Mode 2 controller will be necessary to match pumping station
discharge to the capacity of the receiving sewer, approximately 11.5 mgd. This
adjustment is relatively simple and will not adversely affect the pumping units.

• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECI-
FICATIONS AND AUTHORIZING THE VISTA SANITATION
DISTRICT TO INVITE BIDS FOR: CONSTRUCTION OF THE
BUENA VISTA PUMPING STATION - PHASE I B IMPROVEMENTS.
WHEREAS, on September 3, 1975 the City of Carlsbad and the
Vista Sanitation District entered into a Second Supplemental Agree-
ment for the enlargement and addition to those Joint Facilities
known as the Buena Vista Pumping Station; and
WHEREAS, pursuant to said agreement plans and specifications
have been prepared and filed in the Engineering Department of the
City of Carlsbad for construction of the Buena Vista Pumping
Station - Phase I B Improvements and are incorporated by reference
herein;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That those certain drawings and specifications for
construction of the Buena Vista Pumping Station - Phase I B
Improvements are hereby approved, and the Vista Sanitation District
is authorized to advertise for bids thereon, award and enter into
19 a contract in response to the bids received as agent of, and on
behalf of, the Vista Sanitation District and the City of Carlsbad
20 to accomplish the construction set forth in said Plans and Speci-
fications.
