?l Statement of the Matter
The City Council has received the final report of the AFFIRMATIVE ACTION ADVISORY COMMITTEE, as presented by the Chairman of the
committee. The report contains several recommendations which would modify the Affirmative Action Plan adopted by the City Council in
Resolution No. 3767, October 21, 1975.
The City Council has three courses of action open as pertaining to
the final report. The council may accept the report and direct staff
to modify the adopted program, accordingly..
Second, the council may.accept the recommendations in part and reject portions of the recommendations, directing staff to modify, accordingly, the existing adopted plan.
. Third, the council may reject the recommendations made by the committee.

If the council accepts the recommendations and would adopt these recommendatiocs in the existing plan, it is recommended they adopt -_
Exhibit A, Resolution No. . If the council accepts the recommendations in part, council should announce to staff those portions which are accepted and which should modify the exiting plan,
and.those portions which are rejected and should not be included to .. changes to the existing plan. If the council rejects the recommendaticns
made by the committee, the plan adopted by Resolution No. 3767, would
remain as is and become the plan by which the City would proceed.

A RESOLUTION OF THE CITY COUNCIL OF THE
RESOLUTION NO. 3767, AFFIRMATIVE ACTION PROGRAM FOR THE CITY OF CARLSBAD.
’ CITY OF CARLSBAD, CALIFORNIA AMENDING
WHEREAS, the City of Carlsbad recognizes that an affirmative
iction policy is proper, and
WHEREAS, the City of Carlsbad is committed to provide equal
bpportunity for all persons, and
WHEREAS, the City of Carlsbad recognizes that the mere
)rohibi.tion of discriminatory practices in recruitment, promotion
ind personnel procedures may not assure equal opportunity in
!mployment, and
WHEREAS, it is necessary that good faith efforts be directed
:o assure equal opportunity in selection, transfer, promotion and
:raining and benefits, and
WHEREAS, the City Council under Resolution No. 3767, previous-
-y adopted an Affirmative Action Plan, and
WHEREAS, the four phases of the implementation prescribed in
:hat plan have been accomplished;
NOW, THEREFORE BE IT RESOLVED that the City Council of the
:ity of Carlsbad, California, does hereby adopt the Affirmative
iction Plan as amended and shown herein as Exhibit A.
PASSED, APPROVED AND ADOPTED at a regular meeting of the

AFFIRMATIVE ACTION PLAN

I.
SI.
Purpose. The purpose of this plan is to provide policy
guidance and direction for the implementation of an Affirmative
Action Program for the City of Carlsbad.
Goal. The goal of this plan is to eliminate disparities existing between the minority composition of the City work
force and the minority composition of the labor force existing in San Diego County as designated a Standard Metropolitan
Statistical Area. This goal shall be reached in increments over a period of eight years with the intent of eliminating
disparities at the.rate of 12.5% per year, but in no case'
should any disparities exist beyond the eight year period.

1II.Definitions. For the purpose of this plan the following definitions shall apply.
AFFIRMATIVE ACTION. Defined at those positive methods through
which employment opportunities for minority citizens are made
available by the City of Carlsbad.
- MIiJORITY.
origin who are described as black, Spanish surnamed American, Asian Americans, American Indians, women and any other
minorities not specified by category and who represent more than 2% of the population of San Diego County.
Defined as those citizens of ethnic or racial
AFFIRMATIVE ACTION OFFICER. The City Manager of the City of
Carlsbad.
CITY WORK FORCE. Defined as a composition of all regular and
permanent City employees of the City of Carlsbad, California.
POPULATION, Defined as the population of the County of
San Diego as reflected in the most recent census conducted
within the limits of the County of San Diego.
LABOR FORCE. Defined as that portion of the population of San Diego County over the age of 16 years who are employed or actively seeking employment and are represented by
statistical updates of the most recent United States
census, as prepared by the State of California Employment Development Department and reported in that agency's affirma-
tive action data on total female and minority population estimate.
STANDARD METROPOLITAN STATISTICAL AREA shall be used in
this plan as defined by the Department of Labor and for
purposes of this plan shall represent San Diego County.

IV. Implementation. The Affirmative Action Officer shall have
the following responsibilities for the administration and
implementation of the Affirmative Action Program for t.he City of Carlsbad.

He shall be responsible for the City's Affirmative Action
Program as it relates to the employment and training of minorities.
The establishment and maintenance of an active recruiting
program to achieve the goals and purposes of this program.
The analysis of position specifications to insure that artificial barriers are eliminated.
The analysis of examinations, the issuance of such administrative orders, directives or memoranda required
to implement the Affirmative Action Program.
The submission of an annual report to be submitted to the City Council between the periods of March 1 and July 1 of
each calendar, reporting the status of the Affirmative
Action Program of the City of Carlsbad.
