STATEMENT OF THE MATTER
REOUEST:
These two Street Name Changes were reviewed by the Police and Fire
Departments and were determined to be necessary. There are people residing on both streets to be changed. All residences were
noticed and the City reviewed one response expressing displeasure with the hafie "Sacada Circle" (which means in Spanish, "taken out"). The Council may wish to change the suggested name to another from the approved Police and Fire list.
Suggestions
Paranza - Sportmen's Hut
Valiza - Beacon, Tambora - drum.
The Planning Commission approved these two changes as per staff
report with the addition that the Street Name Change not be effective
until 90 day's after approval of the City Council.

RECOMMENDATION:
It .is recommended that City Council adopt Resolution No.$)* , changing the name of Sevilla Way (La Costa) to Sacada Circle and
change Sandra Place to Carol Place.
Council action
4-19-77 Resolution #5048 was adopted, subject to the deletion of the street name change for Sevilla May. - Staff was instructed to return the street name change for Sevilla way to the Planning Commissioh for further considevation.

WHEREAS, the Planning Commission by the adoption of
Resolution No. 1349 recommended to change a certain street
name, as provided by City Council Policy No. 20; and
WHEREAS, public hearings to consider the subject street
name change were held at the time and in the place specified
in the public notice on March 23, 1977; and
WHEREAS, the City Council has determined it to be in the
public interest to change the street name;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad as follows:
1. That the above recitations are true and correct;
2. That approval is granted for a street name change
as follows:
Sandra Place to Carol Place
3. That the Council determines it to be in the public
interest to accomplish the name change but on a delayed basis
to allow an adjustment period;
4. That said change is to be effective in 90 days.

CHANGING CONFLICTING STREET NAMES IN THE CITY OF
CARLSBAD PURSUANT TO CITY COUNCIL POLICY STATEMENT

WHEREAS, in accordance with subject policy, a request to

TO CONSIDER RECOMMENDING TO CITY COUNCIL THE
FOLLOWING STREET NAME CHANGES:
SEVILLA WAY (LA COSTA) TO SACADA CIRCLE, SANDRA PLACE TO CAROL PLACE.
RECOMMENDATIONS:
Staff recommends that the proposed street name changes be APPROVED for
the following reasons:
1) Streets with the same names or similar sounding names make it diff-
icult for emergency vehicles to respond to correct locations.
2) Approving the name change for the conflicting streets will relieve
this situation.
3) The name change will help promote the intent of the City Council
Street Name Policy (#20).
BACKGROUND
This is the third group in a series of seven public hearings on street name changes. Each subsequent hearing becomes somewhat more complex as streets are grouped in accordance to development with the least developed streets proceeding first.
DISCUSSION
The SNC Group I11 contains two street name conflicts. The streets in
this group are partially developed and processing may be more difficult
(Please see summary sheet for further discussion).
SNC I11 originally included a proposed name change for Hillcrest Circle
but the Police and Fire Departments have indicated that Hillcrest is not in conflict, so staff dropped it from consideration. 'Staff wishes a continuance on the item 111-1 (Sandy-Sandra Place) so that property owners can be renotified concerning a change in staff recommendations.
ENVIRONMENTAL IMPACT:
No Environmental Assessment is required.
GENERAL PLAN INFORMATION
The proposed name changes are not in conflict with the General Plan.
