On April 5, 1977, Council sent the Scope of Work for the 2nd year
HCD sidewalk project back to staff for further review. Staff has
made several changes in sidewalk installation areas and now needs
Council approval before turning the Scope of Work over to the
County (please see memo to City Manager).

RECOMMENDATIONS
That Council approve the location and design of the sidewalks. That
Council direct staff to send a Scope of Work to the County for the i
construction of sidewalks so that the City of Carlsbad and the
County may enter into an Implementation Contract for the release of
funds. 1

5-3-77 Council approved Priority Area #2, Priority Area #3 with extension
of the sidewalks from the post office to Laguna Dr., depending on
abilability of right of way, Priority Area #4, and Alternate #2
A, B and C as far as the money will go. Further Council directed
staff to send a Scope of Work to the County for the construction
of sidewalks so that the City of Carlsbad and the County may enter
into an Implementation Contract for the release of funds.

SUBJECT: Scope of Work - Second Year HCD Program
On April 5, 1977, the City Council sent the Scope of Work for
the second year HCD sidewalk project back to staff for further
review. The Council was concerned that no sidewalks were pro-
posed for the area near the Post Office on Roosevelt Street.
Subsequently, staff made contact with various property owners
on that street with regard to acquisition of. right-of-way. If
the Council approves the sidewalk locations as shown in Exhib-
it "C", staff will ask the property owners on Roosevelt for
dedication. The City owns right-of-way in the other proposed
locations.
All sidewalks constructed with HCD funds will be somewhat of
a windfall for involved, property owners. The need for side-
walks at the proposed locations is great, however, as these
areas are heavily traveled and hazardous in certain cases.
The Chamber of Commerce and other groups have expressed a
need for more continuity in downtown sidewalks (see attached
letter). Sidewalks installed in the areas proposed should
help alleviate these problems.
The speed in which the Council approves the Scope of Work is
very important as the sidewalk project is delaying the com-
pletion of the entire second year program. A failure to meet
second year time constraints may be a negative factor in the
City's attempt to receive third year funds.

Dear Paul:
As we discussed some time ago, there are a couple of areas on the south
side of Elm Avenue between the railroad tracks and Carlsbad Boulevard
in which sidewalks have not been installed. The properties are resident- i
ial in nature and may fall under some pre-existing code or guidelines for
repair or installation, however, many of the visitors to our office in
the past few months have expressed concern of this condition. Most of y
the visitors from out of state or out of the area do not like to walk
from their motel accomodations along the beach area to the village area
if they do not have a place to walk, thus income to the merchants and
sales tax revenues are lost or at least spent someplace else.

As you know, there are no sidewalks at all along the north side of Elm
Avenue along the side of the Twin Inns and would present a whole set of
different circumstances in order to accomodate the businesses along that
section of Elm Avenue. If there is any possible way to eliminate this
situation I would offer the services of the Chamber to work with you and
the property owners to see that the sidewalks are completed.
