RECOMMENDATIONS: Staff recommends that the proposed street name changes be APPROVED for the following reasons: 1) Streets with the same names or with non-contiguous paths make it difficult for emergency vehicles and the general public to find correct locations. 2) Approving the name changes for the listed streets will relieve this situation. 3) The name changes will help promote the intent of the City , , **-* r, - Council Street Name Policy. Each new public hearing becomes DISCUSSION The SNC Group IV contains two separate street name problems. Chestnut has some development and a name change may be objectionable to the residents. Birch should propose few problems (Please see summary sheets for further discussion). ENVIRONMENTAL IMPACT No Environmental Assessment is required. GENERAL PLAN INFORMATION The proposed street name changes are not in conflict with the General Plan. Attachments: Summary Sheets, List of Alternative Names For Chestnut CDG:ar, 4/1/77 SUMMARY SHEET GROUP IX #1 A) Streets Involved: Birch Avenue, Tamarack Avenue B) Problem: Birch is a direct extention of Tamarack and should have that name because the street will eventually connect with the Tamarack extention off El Camino Real. C) Map Relationship: D) Area Designation: any non-conflicting name E) Land Use: Tamarack Avenue is largely developed with both residential and commercial areas, and freeway access. There are no addresses on Birch. F) Tentative Recommendation: Change Birch Avenue to Tamarack Avenue .l. Streets Involved: Chestnut Avenue Problem: SUMMARY SHEET The portion of Chestnut Avenue east of Sierra Morena is not in direct line with the rest of Chestnut west of that street. WHEREAS, the Planning Commission by the adoption of Resolution No. 1355 recommended to change a certain street name, as provided by City Council Policy No. 20; and WHEREAS, public hearings to consider the subject street name change were held at the time and in the place specified in the public notice on April 13, 1977; and WHEREAS, the City Council has determined it to be in the public interest to change the street name; NON, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. CASE NO. SNC IV APPLICANT : CITY OF CARLSBAD WHEREAS, in accordance with subject policy, a request to change certain street names, as follows: Birch Avenue to Tamarack Avenue Chestnut Avenue (extension east of Sierra Morena) to Richmond Avenue has been filed with the City of Carlsbad and referred to the Planning Commission; and WHEREAS, said request constitutes a legal reqQest as provided by City Council Policy Statement No. 20; and WHEREAS, the public hearing to consider the subjecc street name change was held at the time and in the place specified in the public notice on April 13, 1977; and WHEREAS, at said public hearing, the Planning Commission heard and considered the testimony and arguments, if any, of all persons who desired to be heard regarding the subject street name change request. .
