Subject: BUILDING CODE REVISIONS -RELATING TO,WATER CONSERVATION' Statement of the Matter Council approved Resolution 5033 on April. 5, 1977 calling for citizens to undertake all means possible to reduce the consumption of water to conserve that precious commodity. Staff has reviewed various water conservation/energy conservation measures that have, been included in building codes of other agencies (Exhibit A) and has provided -this list to the Water Conservation Committee for their concurrence. RECOMMENDATION If Council concurs with -the recommendations for incorporating water conservation considerations in the Building Codes for the City, refer to staff for development of appropriate ordinances. Council action 5-3-7.7 The Council concurred with staff recommendations for incorporating water conservation considerations in the Building'Code and the 'matter was referred to staff for preparation•of an appropriate ordinance. 77-71 April 20, 1977 MEMORANDUM TO: City Manager FROM: Director of Utilities & Maintenance SUBJECT: Proposed Code Changes Relating to Water Conservation Attached is a memo relating to water conservation measures which could be included in appropriate Chapters of the City Code. Most of these measures have been included in code revisions of other jurisdictions. I presented the memo for discussion and consideration by the Water Conservation Committee of CMWD which Council indicated would be appro- priate to serve as a Joint Advisory Committee, on Tuesday, April 19. The Committee did approve the recommendations and I will prepare an appropriate communication for that Committee to submit to Council at their next meeting on April 26. ROG W. LOW COST (any added costs ,,ill be amortized in less than 1 year due to reduced waterjenergy costs). 1. Tank Toilets not to exceed 3.5 gallons per flush (State Lavr mandating this is effective 1 January 1978). 2. Shower Heads limited to 3.5 gallons/minute at 80 p.s.i. 3. Aerators to reduce flow to 4 gallons/minute required on al] sinks and lavatories. I 4. Lavatories for all commercial applications will be equipped with metered or self -closing faucets. 5. Not and Cold Water Pipes under concrete slabs must be separated by a minimum of 12 inches. B. 1;ODERATE COST (added costs will be amortized in 1-5 years). 1. Require all Domestic Services be equipped with pressure i reducing valves at 60 p.s.i. or less. 2. Al', Hot Water Systems will be two pipe type with/without forced circulation provisions. 3. Thermal Insulation to be required on all hot water piping runs not contained in or under concrete when linear measurement along run between water heater and fixture exceeds 3 feet. C. FIXTURE CONSIDERATION (may require more than 5 years to be cost effective). 1. All Commercial Car Wash installations shall be equipped for recycling of grater. 2. 1" Thermal Blanket Insulation required on outside of grater heater. 3. hater Heater location such as to minimize hot water runs. 4.
