STATEMENT OF THE HATTER ; REQUEST; Presently the zone code permits off-site community signs on property within the boundaries of a Planned Community, Specific Plan, or PUD, if such community sign program is approved as part of such application. There are, some comprehensively planned developments that would benefit from a community sign program, but have not been approved through any of the above processes. One such development is Palomar Airport Business Park (Previously, Cabot,. Cabot & Forbes) as explained in the attached memo to City Manager. Presently there are two existing illegal community identity signs at this park. The agent for Palomar Airport Business Park has requested that the ordinance be amended to permit such signs in all comprehensively planned development. Staff agrees that such a sign program can be an effective means of identifying and de- lineating a comprehensively planned development. FORM PLANNING 73 MEMORANDUM - MAY 3, 1977 TO: PAUL BUSSEY, CITY MANAGER FROM: JAMES C. HAGAMAN, PLANNING DIRECTOR RE: COMMUNITY IDENTITY SIGN, PALOMAR AIRPORT BUSINESS PARK. The sign regulations permit community identity signs for develop- ments approved through a comprehensive plan such as PUD, Specific Plan and Master Plan. Palomar Airport Business Park is a planned development but has not been approved through any other processes. Community signs are not therefore permitted, however, the previous owner, Cabot, Cabot & Forbes constructed two such signs illegally at the major entrances at Palomar Airport Road and El Camino Real. The new owner wishes to change the copy of this sign to reflect the new ownership and to erect additional community identity signs. Since this is not permitted by the ordinance, Palomar Business Park is requesting an amendment to the sign regulation to permit these signs. Planning staff believes that provisions should be made to provide for such signs in planned areas. A suggestion would be to permit community identity signs by CUP in developments that are comprehensively planned provided certain findings can be made, such as the need of the signing and that the development is indeed compre- hensively planned as a unit.
