Mgr. 1` REQUEST FOR CHANGE IN EMPLOYMENT STANDARDS IN CI:,A_SSIFICATION DESCRIPTION COMMUNICATION OPERATOR f• Statement of the Matter s The present employment standards contained in the classification description for COMMUNICATION OPERATOR are no longer valid standards. Specifically, they are the requirements for "two years of clerical experience and the ability to type at 50 words per minute." The cgntent�,of the classification has changed significantly since the classification was adopted in 19.69. Formerly the COMMUNICATION OPERATOR did perform clerical functions which required this experience and typing skill. Currently, the classifi- cation requires limited typing skill for short form or log entries,, sustained typing at specific rates is no longer needed. The greater need lies in the adaptability and skill at verbal communications. Retention of the clerical experience and typing speed requirements acts as a barrier to employment of experienced and otherwise well qualified candidates as communication operators. Therefore, it is requested that the clerical experience requirement be deleted from the classification description and that the typing. standard be changed to minimal typing ability with no speed requirement specified. WHEREAS, the City Manager recommends and the City Council concurs that the City of Carlsbad's ClassifAication and Salary Range Schedule for Police and Fire Employees be amended by the deletion of the present classification description for COMMUNICATION OPERATOR, to be replaced by a new description with more appropriate employment standards for a COMMUNICATION OPERATOR; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above facts are true and correct. 2. CITY OF CARLSBAD M EXHIBIT A, %,zsolution No. 5.102 COMMUNICATION OPERATOR Definition This is a skilled level class involving the receipt and transmission of radio, telephone, and teletype messages, and dispatching of men and equipment for fire and police emergency services on an assigned shift, the preparation of police reports and records, and doing related work as required. Duties are performed under general supervision. Examples 1. Receives and answers or directs in -coming and• of Duties out -going calls on department business and emergency telephone lines, including teletype. 2. Transmits messages to proper destinations and dispatches men and equipment in emergency situations and in accordance with procedures and policies es- tablished by the respective department. 3. Maintains radio and teletype contacts with uri�ts, departments, and other agencies. 4.� Prepares and maintains radio, telephone, and teletype log records., 5. Meets the public at the counter and furnishes information according to department policy. 6. Receives and processes license renewals and weapgn,purchases. 7. Maintains a variety of police department records and types police reports of arrest, accident, crime, juvenile investigation or detention, booking slips, dispositions, complaints, statements, and related police records. 8.
