Statement of the Matter
Efforts to recruit a Civil Engineer Associate for the
Engineering Department have been unsuccessful. Candidates
available do not possess the requisite experience squired
for the position. Recent changes in the content of the
position fully support , change to Principal Civil Engineer
from that of Civil Engineer Associate.
Both positions are included in the present classification
and salary plan. The significant difference between the
position is that a Principal Civil Engineer is a registered
Civil Engineer. To obtain the experience level required for
the position it is recommended the City recruit for a -Principal
Civil Engineer. To do this requires City Council approval,
authorizing a change to the budget for the new level position.
Funds are available in the Engineering Department budget for
the balance of Fiscal Year 1976-1977. If approved the
position will be budgeted as a Principal Civil Engineer in
the fiscal Year 1977-1978 budget of the Engineering Department.

SUBJECT: Budgeting of existing Civil Engineering Associate
position to Principal Civil Engineer
The Current Development Division is responsible for the preliminary
review, detailed plan checking, and administrative processing of
private development within the City of Carlsbad. Management of
this important Division has been assigned to the position of Civil
Engineering Associate.
In the recent past we have been fortunate to have this position
filled by a professional civil engineer licensed by the State of
California. Having a registered Civil Engineer as head of Current
Development is highly desirable due to the technical engineering
judgments which must be made by the Division Head.
In the recent selection procedure to fill the current vacancy for
Civil Engineering Associate, not one of the top five candidates
ranked by the oral board was a Registered Civil Engineer.
After reviewing the list of candidates, I am unable to recommend
any candidate for this position.
Based on recent trends in job opportunities for Registered Civil
Engineers, I am not optimistic about the chances of success in
spending another 4 - 6 weeks re -advertising for a Civil Engineering
Associate.
What I would propose is to seek approval for budgeting
position as Principal Civil Engineer. This position requires
registration as a Civil Engineer. The salary range for Principal
Civil Engineer is Range 54 ($760.79 - $918.87) or about 20% higher
than the Civil Engineering Associate (Range 46).
An alternative could be to redefine the Civil Engineering Associate
requirements to include registration as a Civil Engineer and to
re-evaluate the salary schedule in light of the higher requirements
where registration is obtained.
The current vacancy has existed for five weeks (the selection pro-
cedure was initiated seven weeks ago). It would appear that re-
classifying the Civil Engineering Associate position would take
additional time.

Until the current vacancy is filled, we are unable to make any
progress on some of our long range needs for the Engineering
Department, such as revising the grading ordinance, subdivision
close-out procedures, etc.
I recommend that the one existing Civil Engineering Associate
position currently vacant be upgraded to Principal Civil engineer
and that the selection procedure for Principal Civil Engineer be
expedited through the Personnel Department.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CARLSBAD, CALIFORNIA,
AUTHORIZING THE ADDITION OF ONE
PRINCIPAL CIVIL ENGINEER VICE ONE
CIVIL ENGINEER ASSOCIATE IN FISCAL
YEAR 1976-1977 ENGINEERING DEPARTMENT
BUDGET.
WHEREAS, the City Manager recommends and the City Council
concurs that a change be authorized to add the position of
Principal Civil Engineer vice Civil Engineer Associate in the
budget of the Engineering Department.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, as follows:
1. That the above recitations are true and correct.
2. That the City Manager is authorized and directed to add
the position of one Principal Civil Engineer vice one Civil
Engineer Associate in the Fiscal Year 1976-1977 Engineering
Department Budget.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, held on the 7th
day of June , 1977 by the following vote, to wit:
AYES: Councilmen Frazee, Lewis, Packard, Skotnicki and
Councilwoman Casler
